Requirements

  • BS/BA or equivalent experience
  • TS/SCI with Polygraph
  • 10+ years of progressive software engineering and quality assurance experience, with a proven track record of moving from hands-on technical contributor to senior leadership
  • 5+ years of experience leading teams with demonstrated ability to plan, organize, and implement significant strategic initiatives.
  • Demonstrable experience architecting and executing a large-scale manual-to-automation transformation. Must be able to speak deeply to the technical framework design, ROI analysis, and change management strategies used.
  • Deep, hands-on expertise with modern automation tooling, CI/CD pipeline integration, and testing large-scale, multi-tier, service-oriented architectures.

Nice To Haves

  • Experience evaluating and implementing GenAI tooling to accelerate test script generation, optimize test data management (including synthetic data for PHI/PII), and improve overall QA efficiency.
  • Familiarity with modern automation frameworks (e.g., Playwright, Cypress) and shift-left API testing strategies.
  • Experience with traditional enterprise stacks, including Java, Jira, GitHub, and DB2 (or similar) on large-scale applications.
  • Deep knowledge of DORA metrics (Deployment Frequency, Lead Time for Changes, Change Failure Rate) and establishing engineering benchmarks.

Responsibilities

  • Design, maintain, and continuously improve the program’s quality management approach across all task orders (e.g., quality plan, standards, templates).
  • Ensure the program’s software‑development lifecycle (SDLC), Agile/SAFe practices, and DevSecOps processes have clearly defined quality criteria at each stage.
  • Align quality practices with contract requirements, customer standards, and GDIT policies.
  • Serve as the ultimate technical authority for QA tooling and architecture.
  • Define and document key processes for requirements, design, coding, testing, release, defect management, and configuration management.
  • Perform periodic process compliance checks (e.g., audits, walkthroughs, spot checks) across task orders to verify teams are following agreed practices.
  • Collect and analyze findings, drive corrective actions, and track closure of non‑conformances or observations.
  • Facilitate continual improvement cycles by capturing lessons learned and updating processes, checklists, and templates.
  • Define and maintain a consistent set of quality and mission assurance metrics for the program, such as: Defect density and leakage (e.g., defects escaping to higher environments/production), Test coverage, automation rates, and rework, Release quality (e.g., incidents post‑deployment, rollback rates).
  • Consolidate and analyze quality data across task orders; identify trends, hotspots, and systemic issues.
  • Provide regular quality dashboards and narratives to PMO, program leadership, and customer stakeholders.
  • Partner with program management to identify and track quality‑related risks and issues in the program risk/issue register.
  • Lead or support root cause analysis (RCA) for significant defects, outages, or delivery failures and ensure corrective/preventive actions (CAPAs) are defined and implemented.
  • Monitor the effectiveness of CAPAs and adjust as needed to prevent recurrence.
  • Collaborate with the Lead Agilist, Solution Architect, and tech leads to embed quality practices into: Backlog refinement, Definitions of Ready/Done, Testing strategies (unit, integration, system, performance, security), CI/CD pipelines (e.g., automated quality gates, static code analysis, security scans).
  • Promote and support test automation and “shift‑left” quality practices to reduce defects and rework.
  • Ensure quality checkpoints are integrated into program ceremonies (e.g., PI planning, system demos, retros).
  • Define acceptance criteria and review standards for key program deliverables (documents, designs, plans, test evidence, release packages).
  • Perform independent quality reviews of high‑risk or high‑visibility deliverables prior to submission to the customer.
  • Participate in release readiness reviews, confirming that quality thresholds and exit criteria are met before deployment.
  • Support program management as the primary voice on quality‑related topics in customer reviews, audits, and status meetings.
  • Prepare and present quality performance summaries, trends, and improvement plans to customer stakeholders.
  • Coordinate responses to customer quality concerns, audits, or findings; track and report closure.
  • Ensure teams adhere to program quality standards and reporting expectations.
  • Perform or coordinate quality reviews of team deliverables and contributions.
  • Support harmonization of quality approaches across task orders so the program operates with a common baseline and shared best practices.
  • Provide training or orientation to new team members, Scrum teams, and task leads on program quality expectations, processes, and tools.
  • Coach teams on best practices in software quality, test design, defect prevention, and documentation.
  • Promote a culture where team members proactively raise quality issues and participate in improvement efforts.
