About The Position

The Senior IT Business Analyst role is critical in ensuring that the solutions we design and deliver effectively address business challenges for both internal and external stakeholders. The ideal candidate produces clear, structured, and self-explanatory requirements and user stories that enable development teams to execute with minimal ambiguity. This individual is not only responsible for gathering requirements, but also for proactively proposing thoughtful, value-driven solutions. The role involves coordinating multiple cross-functional teams, translating complex business requirements into actionable user stories and ensuring all project documentation and artifacts are captured within Jira and related IT PMO tools. The Sr IT Business Analyst will lead requirements gathering and creation of functional user stories, which may also include process improvement initiatives. This role will also provide implementation support as needed for highly visible enterprise initiatives while helping to drive the adoption of modern technologies and AI-enabled capabilities.

Requirements

  • Bachelor's degree required.
  • 7+ years of Business Analysis, Product Ownership, Requirements Management, or business-facing solution delivery experience.
  • 5+ years of experience supporting the design, delivery, and maintenance of solutions.
  • Experience with solution delivery methodologies including Agile, DevOps, and Waterfall.
  • Strong experience in business process analysis, process design, and capability mapping.
  • Experience supporting enterprise platforms such as Salesforce, Workday, ERP, CRM, Data & Analytics, Integration, or Customer Portal solutions.
  • Experience identifying, evaluating, and delivering AI-enabled business solutions.
  • Strong communication, facilitation, stakeholder management, negotiation, and analytical problem-solving skills with a focus on accountability and delivery.

Nice To Haves

  • Experience working in regulated environments with evolving business, compliance, or reporting requirements preferred.
  • Experience working across stakeholders in a completely remote organization is a plus.
  • Experience in the Health Insurance or Supply Chain industries is a plus.

Responsibilities

  • Lead business needs analysis sessions to define and document solution requirements, detailed user stories, user personas, and acceptance criteria through interviews, workshops, and stakeholder collaboration.
  • Partner with stakeholders across multiple business functions to align state and national business requirements into cohesive technology solutions.
  • Conduct impact analysis, data flow mapping, and feasibility assessments for new functionality or regulatory updates.
  • Analyze and model current business processes, workflows, user flows, and data structures to identify opportunities for process improvements and operational efficiencies.
  • Participate in the evaluation and selection of technology solutions to ensure alignment with business and technical requirements.
  • Support developers and solution architects by identifying opportunities to leverage AI capabilities that enable scalable, value-driven solutions.
  • Participate in test planning, use case development, and solution validation activities to ensure technology solutions meet business requirements and maintain system integrity.
  • As needed, collaborate with national and state business users to support solution design, testing, and deployment of system enhancements, upgrades, and fixes while supporting CAA enterprise processes and architecture.
  • As needed, review and support business-developed documentation including user guides, training materials, and process documentation.
  • Mentor junior analysts and contribute to continuous improvement of business analysis standards, methodologies, and best practices.
  • Maintain end-to-end requirements traceability from business requirements through user stories, solution delivery, testing and production deployment.
  • Develop and maintain Business Requirements Documents (BRDs), process flows, user stories, acceptance criteria, and supporting artifacts in accordance with IT PMO standards.
  • Support backlog prioritization and requirements refinement in partnership with business stakeholders, product owners, and delivery teams.
  • Maintain accurate and up-to-date documentation, including user stories, requirements, test cases, and release notes.
  • Use Jira, Lucid chart and other IT PMO Tools for backlog management, progress tracking, and visualization of workflows and dependencies.
  • Contribute to continuous improvement of IT PMO/Portfolio templates, processes, and agile delivery practices.
