About The Position

The investigations division in general, and this position specifically, is responsible for planning, controlling, directing and maintaining the lottery's integrity and ensuring compliance with industry standards, administrative laws, Arizona Lottery Rules and Regulations, and Federal and Arizona Revised Statutes. This position conducts complex investigations statewide and involves some travel to points throughout AZ. It also is responsible for conducting investigations of allegations of misconduct against license applicants and licensed Lottery Retailers in AZ. Investigations include conduct violations and sensitive financial issues. This position prepares case reports and may present cases before the Arizona Office of Administrative Hearings. The position also performs licensing background investigations, ensures adequate security measures are in place for lottery facilities, and provides verification of drawing services. This position provides analysis for consideration in licensing decisions and participates in prize award decisions on questioned ticket submittmits from the public. In this capacity this position interacts with the public in a prompt, efficient professional and legal manner. The position requires comprehensive knowledge of compliance investigations and the ability to perform proactive analysis. This position must prioritize, plan, organize, and conduct investigations applying relevant statutes and rules. This position may work on weekends and/or evenings.

Requirements

  • Knowledge of Lottery Rules and Policies in investigations and enforcement.
  • Knowledge of computers, telephones, standard business equipment, Lottery computers and Lottery game terminals.
  • Knowledge of the National Crime Information System and the Arizona Crime Information Systems
  • Comprehensive report writing skills, to include the production of timely and accurate reports and documentation.
  • Oral communication skills.
  • Skilled in the methods, techniques, procedures and practices in criminal Investigations.
  • Computer literacy with working knowledge of Microsoft Word, Outlook, Google Suite knowledge, the Internet and database input and retrieval.
  • Skill in gathering, compiling and preserving detailed evidence and preparing cases for civil and/or criminal proceedings.
  • Skill in applying work management and lead techniques and reviewing and determining that case files are proper.
  • Ability to handle and prioritize a large caseload.
  • Ability to conduct investigations, including gathering evidence and conducting investigational interviews.
  • Ability to prioritize, plan, analyze, and coordinate investigations.
  • Ability to extract and utilize facts from a variety of sources and apply the relevant rules and policies to prepare clear, accurate and quality legal documents within specified timeframes.
  • Valid Arizona Driver's License

Responsibilities

  • Conducts complex data analysis for investigations and prepares written documentation of regulatory, statutory and administrative case investigation.
  • Verifies ticket authenticity for all High-Tier winning tickets using provided tools, and assists with ticket verification.
  • Works as a liaison between the investigations unit and claims department for determination and assignment of customer inquires received via The Arizona Lottery web site.
  • Responds to Lottery Customer Service office regarding ticket claims as necessary and processing those claims while public. conducting themselves in a professional manner with players, retailers, vendors or other members of the public.
  • Acts as the lottery Draw Manager/back-up Draw Manager when required.
  • Works collectively with Lottery Licensing staff and supervisors in the decision-making process of licenser.
  • Conducts background investigations on Lottery license application, vendors, contractors and other personnel.
  • Works as a liaison between claims/sales/investigations to process pack not activated cases.
  • Works as a liaison between Pollard Bank Note and investigations to process order anomalies.
  • Other duties as assigned as related to the position.
