About The Position

Steampunk is seeking a Senior Information Systems Security Officer (ISSO) to join our team and support a government customer on-site in Washington D.C. The role's primary focus is to ensure that the documented security level of systems is maintained at an acceptable risk level. This position requires a candidate who demonstrates initiative, organization, responsibility, strong customer service skills, and the ability to be flexible and adaptive in a fast-paced, dynamic environment. The ideal candidate must possess effective and decisive communication skills for all organizational levels, be adept at problem-solving, and exercise sound judgment when handling sensitive and confidential information. A key responsibility includes proactively creating, monitoring, and updating Plans of Action and Milestones (POA&Ms) to ensure timely resolution of identified weaknesses.

Requirements

  • Masters degree and 4 years of cyber & FISMA experience; OR Bachelors degree and 5 years of cyber & FISMA experience; OR No degree and 9 years of experience, 7 of which must be cyber & FISMA
  • Possesses one of the following professional security certifications: CISSP, CASP, CISM, CEH, CISA, SSCP, GISP, GSLC
  • Ability to hold and maintain DHS Public Trust
  • Specialized knowledge of financial audit standards, classified system IA requirements and Privacy Act requirements
  • Specialized knowledge and experience with the implementation of the NIST Special Publication (SP) 800 family of publications (800-53 rev 4/5), particularly those associated with the Risk Management Framework (RMF)
  • Ability to explain the RMF to non-technical individuals
  • Specialized knowledge and experience with evaluating system, network, or infrastructure security controls against requirements such as FISMA, FIPS, FedRAMP, and NIST guidelines
  • Specialized knowledge and experience with vulnerability scanning execution, assessment, and analysis
  • Specialized knowledge and experience with the operating system (Windows and/or Linux) and network (i.e., Local Area Networks [LAN] and Wide Area Networks [WAN])
  • Specialized knowledge and experience with information security and assurance principles (e.g., Defense-in-depth) and associated supporting technologies
  • Specialized knowledge and experience with application security, database security, and network security
  • Ability to interpret patterns of noncompliance to determine their impact on levels of risk and/or overall effectiveness of the cybersecurity program.
  • Ability to advise appropriate senior leadership of changes affecting the system’s cybersecurity posture.
  • Ability to assess and weigh current and evolving security threats in an operational environment
  • Ability to interview system stakeholders to properly document security controls
  • Ability to perform independent and self-assessments
  • Ability to independently perform ISSO duties for at least one system

Responsibilities

  • Maintain compliance with the Risk Management Framework (RMF), NIST SP 800-53, DHS 4300A Sensitive Systems Policy, and other applicable federal security standards, ensuring system security posture aligns with current regulatory and organizational requirements.
  • Deliver responsive, customer-focused support to internal and external stakeholders on information system security matters, ensuring timely communication, clear guidance, and high-quality service throughout the ATO/security lifecycle.
  • Review and maintain current system security authorization artifacts, to include System Security Plan, Standard Operating Procedures, and other required system documentation.
  • Participate in DevSecOps (security integrated into Agile and Waterfall processes), system development lifecycle management, and security impact analysis throughout the lifetime of the system.
  • Provide support throughout all phases of annual security control assessments and audits (Financial, A-123, FISMA, DHS, internal, etc.), including preparation, execution, and follow-up activities, as well as responses to data calls.
  • Conduct recurring system self-assessments in support of the customer's Ongoing Authorization (OA) program.
  • Evaluate security control implementation against NIST SP 800-53 and RMF requirements in accordance with FISMA.
  • Identify risks and vulnerabilities and create, update, and monitor Plans of Action and Milestones (POA&M); create Waivers and Risk Acceptance Memos when needed.
  • Monitor and respond to Known Exploited Vulnerabilities (KEV) and patch management requirements in accordance with CISA directives and organizational risk management policies.
  • Coordinate with the customer's Privacy, Records, and Information Governance Divisions to ensure compliance documentation and related requirements are accurately maintained and up to date.
  • Facilitate and lead Security Integrated Product Team (IPT) meetings with Information System Owners and system teams.
  • Utilize enterprise scanning tools, Security Information and Event Management (SIEM) tools, Governance Risk and Compliance (GRC) tools, dashboards, approved AI tools, and Jira ticketing system to perform and track security activities.
  • Maintain accurate knowledge of system inventory within the accreditation boundary and ensure adherence to configuration management processes.
  • Participate in annual Contingency Plan tests and respond to events and incidents per the Incident Response Plan.
  • Respond to emerging requirements or policies as set by legislation, regulation, or policy.
