About The Position

This role involves collaborating with various intelligence elements to ensure HUMINT collection operations are focused and guided effectively, maximizing the use of time and resources. The position requires applying intelligence collection systems and capabilities to inform collectors and consumers about collection developments and relevancy through various products. It also involves understanding consumer intelligence needs and gaps to optimize collection operations and working with collectors and analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements. The role includes managing large datasets, ensuring data consistency, producing visualizations, developing models, and assisting in the evaluation of collection requirements using measures of effectiveness and performance. Additionally, the position involves producing feedback, identifying collection gaps, trends, and opportunities, assessing collection options, and producing judgments, recommendations, and solutions to refine collection. The Senior HUMINT Collection Manager will also produce analyses identifying gaps in collection methods, model future intelligence collection scenarios, and conduct, develop, produce, and present programs of instruction on specified collection operations TTPs and related processes under DoD authorities.

Requirements

  • Master's degree preferred, with at least 12 years of experience as a HUMINT Collection Manager or other agency equivalent.
  • Previous experience with HUMINT intelligence automated systems.
  • Knowledge of state-of-the-art intelligence analysis tools.
  • Knowledge of intelligence oversight and security guidelines pertaining to HUMINT reporting.
  • Excellent written and oral written communication skills for preparing, presenting, and communicating briefings etc. on complex topics using available multimedia software and applications.
  • Experience in managing research and coordination for projects.
  • Current TS/SCI clearance w/ a CI polygraph.

Nice To Haves

  • Experience with instructing and interacting with small groups on data and information requirements and coordination tasks.
  • Detailed knowledge of DIA, NSA, CIA, DEA, FBI, DOT and DOS programs and products.
  • Graduate of in-residence basic Human Intelligence Collection course such as DSDC or military service equivalent.
  • Specialized training from any intelligence collection and analysis school or certification.

Responsibilities

  • Collaborates with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated.
  • Applies intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products.
  • Collaborates across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer.
  • Works with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements, and the execution of collection plans and strategies to generate reliable intelligence relevant to consumer needs.
  • Manages large amounts of data, ensures data consistency, produces visualizations, and develops models to report findings.
  • Assists with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performance.
  • Produces feedback of findings, identifies collection gaps, related trends, and opportunities; assesses collection options, tests assumptions and produces judgments, recommendations, and solutions to refine collection.
  • Produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
  • Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes for various human intelligence and technical intelligence operations under DoD authorities.
