About The Position

The State of Montana has a decentralized human resources (HR) system. Each agency is responsible for its own recruitment and selection. This position supports the State of Montana's human resources centralization initiative. This position supports and guides agency human resources staff by leading development and deployment of forward-looking, strategic, enterprise-wide solutions associated with talent management, performance and development, classification and compensation, recruitment and selection, and labor relations and collective bargaining support. This position builds and maintains effective working partnerships with the state human resources community; provides guidance on state and federal policies and regulations; leads policy changes and program initiatives based on emerging trends and changes in law; leads responses to formal claims and recommends strategies for reducing claims; and works closely with human resources information systems staff to develop and support system initiatives.

Requirements

  • Bachelor’s degree in human resources, business administration, public administration, or another related field.
  • Five or more years of progressively responsible experience in a human resources role, including a least two years of experience in a senior human resources role.
  • Experience developing and administering both tactical and strategic HR programs within a larger organization.
  • Demonstrated knowledge of principles, procedures, and best practices for talent recruitment and selection, training, compensation and benefits, labor law, and HR information systems.
  • Ability to be innovative to creatively solve a variety of HR-related challenges.
  • Ability to exercise good judgment and discretion to establish and maintain strong working relationships using strong collaboration and facilitation skills.
  • Ability to communicate effectively with a diverse group of state employees, managers, and stakeholders on a wide range of topics.
  • Ability to identify problems, emerging issues and trends, and support enterprise-wide strategies to address them.
  • Ability to provide direction and education regarding compensation and position classification strategies.
  • Ability to participate with the development of policies, administrative rules, standards, and guidelines.
  • Ability to effectively prioritize work regarding multiple projects and competing priorities.
  • Ability to demonstrate a high level of integrity and discretion and maintain confidentiality.
