About The Position

Coordinated Care Services Inc (CCSI) seeks a talented Senior Human Resources Business Partner to contribute their expertise in providing essential business services to our provider organizations and customers. The Senior Human Resources Business Partner performs a mix of transactional, administrative, and strategic roles to support the continuous improvement, advancement, and execution of CCSI’s talent management priorities in Onondaga County. This position partners with internal and external customers of Onondaga County to provide consultative human resources support and technical assistance in the following areas: workforce planning, staffing, and pipeline development; performance management; professional development; employee relations; compensation analysis; and talent management best practices implementation support including change/improvement initiatives, planning, and facilitation.

Requirements

  • Current knowledge of federal, New York state, and local employment laws and practices and ability to apply regulation and employment compliance into practice.
  • Strong technology competence with administrator-level experience using HRIS/HRMS and other HR applications (including custom report generation) such as Paylocity, B-swift, ADP Workforce Now, UltiPro, Ceridian, etc., required. Experience implementing HRMS and/or HR technology modules is beneficial.
  • Advanced user of Human Resource Management Systems (HRMS). Collects and retrieves employee information from HRMS to use for data-driven planning and reporting.
  • Proven ability to prioritize tasks and to organize workload to assure timelines are met.
  • Strong communication and interpersonal skills; and highly adaptable to be able to thrive in a fast-paced, matrix environment.
  • Ability to engage, inspire, and influence at all levels of the organization and demonstrated ability to collaborate with diverse group of colleagues and teams.
  • Aptitude for and interest in learning – including staying abreast of changes to employment regulations, customers’ regulatory requirements, and new tools and technologies.
  • Proficiency in MS Office software products (Outlook, Word, Excel and PowerPoint).
  • Minimum of a Bachelor’s Degree from an accredited college or university, or equivalent education and work experience (see CCSI's equivalency chart) required.
  • Minimum of 5 years of Human Resources business partner or management experience performing or overseeing generalist HR responsibilities of staffing / recruitment, and compensation analysis/management. benefits administration, and leave management.
  • Satisfactory completion of all required background screenings.
  • Occasional day-trip travel to CCSI main location Rochester, NY is required. Occasional overnight travel may be required.
  • Valid NYS Driver’s License and acceptable driving record to travel for business. (CCSI does not accept conditional status driver’s licenses as acceptable to drive for business.)

Responsibilities

  • Partner with senior program/department managers and customers of Onondaga County to develop strategic workforce plans that align with both CCSI and program/department priorities, to include (but not limited to): evaluating current team and identify areas for improvement (training, resources, organizational structure and culture alignment); deliver HR services to management, customers, and employees that reflect the business objectives of Onondaga County programs/departments and CCSI; analyze trends and metrics in partnership with senior program/department managers and customers to develop solutions, programs, and program/department policies.
  • Collaborate with hiring managers / customers to develop position descriptions; reviews content to follow legal and regulatory requirements; ensures duties, qualifications, and requirements are essential for the scope of the position and creates strategic opportunities for diversity, equity, and inclusion.
  • Support recruitment, hiring, and onboarding plans for assigned positions. Coaches hiring supervisors to adopt best practices for talent acquisition. Trains the selection committees on effective interviewing and selection for both adaptive and technical competencies. Provides consultation on effective program/department onboarding to ensure inclusion and retention.
  • Work with employees and supervisors to address root causes of human resource and employee relations issues. Support supervisors and employees of Onondaga programs/departments with questions, issues, or concerns and provides consultation and resolution strategies for the most optimal outcomes.
  • Manage employment termination and offboarding processes for Onondaga programs/departments; conducts exit surveys and interviews. Support supervisors with involuntary termination meetings.
  • Review and analyze compensation and makes recommendations to supervisors and program leadership to achieve and ensure pay equity.
  • Analyze turnover trends and consults with senior program managers/customers to develop strategies that support staff retention and career growth.
  • Consult with organizational leaders and senior program managers to create professional development plans and coordinate/administer appropriate learning opportunities for employees to further their personal, career, and organizational development.
  • Provide guidance and input on business unit restructures, workforce planning and succession planning.
  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Provide HR policy and employment regulation guidance and interpretation.
  • Coordinate onboarding new hires, supports requests for promotions and transfers.
  • Champions employee wellness initiatives, activities, education, and awareness; supports and champions diversity, inclusion, and equity efforts; and participates in multi-cultural events, celebrations, and observances.
