This is the career/senior level of the HR Consulting classification hierarchy. Employees at this level manage work in human resource areas of specialization, with minimal supervision. Incumbents are expected to develop advanced skills and to have the ability to work independently, with guidance limited to unusual or complex projects or issues. They are fully competent in use of concepts and procedures. They identify problems, develop solutions and take actions to resolve. Requires in-depth knowledge and experience; solves complex problems. Develops new and/or improves existing programs, policies or activities within a discipline that may have a significant impact on an organization/area or a broad impact across the enterprise. Provides independent consultation on moderately complex to complex issues; is knowledgeable of past internal practices and/or best external practices regarding HR-related business issues. Analyzes and understands information, past practices and business objectives to make appropriate recommendations to management/assigned customers. Completes non-routine HR projects with minimal oversight and has the ability to independently manage project schedules and interfaces. Develops positive working relationships to effectively complete work activities, to provide strong consultation to management, and to collaborate with a broad range of customers. Within a Center of Expertise (COE) function, may serve as a subject matter expert in specific HR discipline, e.g. organization development/design, labor relations, performance management, compensation, employee relations.
