About The Position

Under the direction of the Executive Director of Criminal Division Services, the Senior/High Risk Case Manager is responsible for the intensive supervision and case management of specifically identified higher-risk clients in the Drug Court Program and, as program needs require, the Alcohol Countermeasures Program, including clients arrested for and/or convicted of alcohol/drug-related criminal offenses.

Requirements

  • Bachelor's Degree in Criminal Justice or related degree required, and at least five years of experience in the human service area, and prior experience in administration/supervision preferred.
  • Ability to obtain extensive assessment/interviewing training, alcohol/drug specific training, and certification from the Indiana Counselors Association on Alcohol and Drug Abuse and PRI Instructor.
  • Ability to obtain training and certification as a Court Substance Abuse Management Specialist (CSAMS) and/or Indiana Risk Assessment System (IRAS) certification, with continuing completion of all training, re-certification requirements, and continuing education of a minimum of 12 hours annually.
  • Knowledge of all local, state, and federal laws applicable to program operation and the ability to apply and enforce the regulations.
  • Working knowledge of standard policies and practices of Allen County legal systems, Criminal Division Services, and program operations, with the ability to accurately complete required legal reports, make recommendations to the Court, and apply and adapt procedures as cases demand.
  • Knowledge of treatment programs and services available to clients from government, social, and private agencies, with the ability to make referrals.
  • Ability to effectively interview, investigate, counsel, and work with clients and their families to assure proper completion of all probation and program requirements.
  • Ability to maintain strict confidentiality of all department records and information.
  • Knowledge of and ability to apply evidence collection and preservation techniques.
  • Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations and take authoritative action applying appropriate discretion and common sense.
  • Strong written and verbal skills.

Responsibilities

  • Meets with and interviews high-risk Drug Court participants and, as program needs require, Alcohol Countermeasures Program participants, to assess alcohol and/or drug use history and degree of abuse. Conducts intake and/or admission sessions and explains all rules, conditions, and expectations of the programs.
  • Responsible for working with high-risk clients/participants to develop and implement a comprehensive/appropriate treatment and intervention plan, including discussing available options, making referrals, and scheduling/coordinating services with providers.
  • Closely evaluates and intensely monitors high-risk clients’ progress toward completing the terms of the program, supervises their compliance with rules, regulations, and special conditions, making frequent home, office, and/or phone contact.
  • Reviews and processes reports from treatment agencies, reviewing deficiencies and making referrals back to treatment agencies for additional services, imposing and monitoring sanctions.
  • Conducts special meetings with high-risk clients to review non-compliance with program terms, prepares affidavits and petitions, appears in court to testify to violation allegations, and takes appropriate actions, including petitioning the court to revoke or modify terms when necessary.
  • Composes detailed notes and documents all case activities, including all contact with clients/participants, their families, and other concerned persons. Enters client/participant data into the computer, assuring accuracy and completeness of all information.
  • Conducts observed urine drug tests on a frequent, random basis and maintains drug test records. Performs alcohol-sensor tests.
  • Responsible for assessing, supervising, and providing individualized, face-to-face case management for assigned higher-risk offenders; maintains the capacity to serve clients across multiple programs, as determined by program need and Director assignment.
  • Assists with day-to-day operations of the programs and/or project development as needed. Administering operations in the absence of the Director and Assistant Director, compiling statistics, researching department issues, and developing public information materials or reports.
  • Reviews and processes all reports from treatment providers and makes recommendations to the Drug Court Judge. Attends all status hearings and provides testimony to the Court as needed.
  • Responsible for special projects as needed, such as observing and evaluating treatment programs, assisting with the preparation of grant applications, working with service agencies to develop new and/or specialized treatment programs, and developing new program monitoring forms and special brochures.
  • Performs all other duties as assigned.
