The Division of Licensing and Certification (DLC) provides regulatory oversight of medical facilities, long-term care facilities, and providers of community-based care in Maine. The Certificate of Need (CON) is a regulatory program authorized by state statutes within DLC that requires certain types of healthcare providers to obtain state approval before making major changes to the healthcare landscape. As the Certificate of Need (CON) Program Manager, you will: Review projects submitted by providers based on MaineCare reimbursement principles to determine if they comply with the purposes of the Certificate of Need Act. Conduct necessary prior approvals for Residential Care Facility projects, including ownership changes, improvements, and new facility developments. Host informal consultation and technical assistance meetings with applicants throughout the application and review process to provide guidance on application requirements and an overview of regulatory requirements. Draft and publish notices of public hearings in compliance with state statutes, participate in the hearings for proposed projects, and collect and summarize public comments submitted. Conduct thorough financial analyses of proposed projects to provide recommendations and draft briefing memorandums for review by DHHS senior leadership. Prepare and submit annual and ad hoc program reports to the Maine State Legislature and DHHS senior leadership. Conduct subsequent reviews when substantial changes are necessary to a project after a CON has been issued. Collaborate with the Office of Attorney General, MaineCare, and other DHHS offices as needed regarding the financial impact of proposed projects. Monitor and draft testimony on proposed legislative actions regarding the CON Program. Develop and revise CON program policies following Maine’s rulemaking process. Post and maintain CON application materials, documents, and reports on the DLC website for public access.
