About The Position

Gulfstream Aerospace Corporation is seeking a Senior Government Contracts Specialist to join their Government Contracts team. This individual contributor role is responsible for managing and administering Gulfstream's government business contracts. The position involves ensuring compliance in proposal, negotiation, administration, and other contract-related activities. The specialist will analyze estimates, costs, and requirements for proposals, build customer relationships, negotiate proposals, and provide contractual guidance to internal management. Responsibilities also include finalizing contract language, monitoring program performance, and assisting in new business pursuits. The role may also involve responding to inquiries, managing aircraft deliveries, mentoring junior team members, and participating in the negotiation of agreements. Travel may be required.

Requirements

  • Prior experience with U.S. Dept. of Defense/War prime and subcontracts is required.
  • Bachelor's Degree in Business, Finance, or a related curriculum or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
  • 4 years Contracts administration or related experience.
  • Contracts Management experience in commercial experience along with government contract law.
  • Experience in all aspects of government contract management involving Time & Material (T&M) and Firm Fixed Price (FFP) contracting including FMS, FMF and DCS programs.
  • Solid understanding of FAR and DFARs contracting and subcontracting regulatory guidance.
  • Experience with export requirements, ITAR and EAR.
  • Proven ability to take an entrepreneurial approach and demonstrated negotiation skills, in successfully closing on a variety of Government, International, and Commercial endeavors.
  • Must interact effectively with all levels of internal and external customers.
  • Must be a U.S. citizen or U.S. person and qualified to obtain a Government security clearance.
  • Ability to obtain and maintain a secret clearance.
  • Ability to multi-task and prioritize and close actions before deadlines as required.
  • Must be proficient in MS tool set.
  • This job requires one to be able to read, write, speak, and understand the English language.

Nice To Haves

  • Advanced degree in related field may offset one year of experience requirement.
  • International contracts experience a plus.
  • Experience with Sharepoint and Power BI a plus.

Responsibilities

  • Contracts management/administration for Gulfstream’s government business.
  • Provide guidance to others to ensure compliance in the proposal, negotiation, administration and other contract related activities.
  • Analyze material estimates, other direct costs, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness for inclusion into proposals.
  • Prepare proposals per specific terms/requirements of requests.
  • Build customer relationships and knows customer needs and issues.
  • Negotiate proposals within business goals, documenting substance of discussions, agreements and results.
  • Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, Gulfstream policies and procedures.
  • Provide contractual and other business agreement guidance to internal management, including Program Managers and Business Development, and Finance.
  • Finalize prime contract or other Agreement language, terms and conditions, cost/price, deliverables, and schedule requirements, for US Government, commercial and international contracts.
  • Monitor program performance including financials, invoicing, and scope changes and addresses accordingly with customer.
  • Assist in new business and/or sales channel pursuit and associated contract strategy, as required.
  • Respond to internal and external inquiries regarding contract issues, audits, and compliance requirements.
  • Manage FAA aircraft delivery and title transfer to customers.
  • Mentor and train less experienced team members.
  • Participate in the development and negotiation of NDAs and other collaborative agreements, as necessary.
  • Travel as required.
  • Perform other duties as assigned.
