We have an exciting career opportunity to support the Land & Air Defense Systems (LADS) business as an experienced Global Trade professional, located in Warsaw, Poland. This Expat position will serve as both Raytheon Polska’s Global Trade Manager and LADS Empowered Official for Global PATRIOT and LTAMDS programs in Poland. The position entails preparing/submitting U.S. export licenses, providing strategy and guidance on the application of U.S. Government Export/Import Regulations, including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), U.S. Customs and Border Protection Regulations, and applicable local regulations in Poland, and partnering with other product areas within Raytheon on their license strategies in Poland. In addition to licensing responsibilities, the experienced Global Trade professional will be the Raytheon Polska Global Trade Manager focused on facility compliance, Global Trade trainings, site audits, and ensuring Raytheon Polska is compliant under both U.S. export regulations and local Polish and European export regulations. Strong understanding of U.S. export regulations, Offset licensing support, and Foreign Party responsibilities are fundamental to this position. This role will require forward deployment directly to Warsaw, Poland. This will be a 2 year international assignment with additional compensation emoluments. Requirements

  • Typically requires a University Degree and a minimum of 10 years prior relevant experience or an Advanced Degree in a related field and a minimum of 8 years of experience
  • Currently designated as an Empowered Official
  • Strong knowledge and application of US GT regulations (eg. ITAR, EAR, Customs, ATF, etc.)
  • Experience in drafting, submitting, implementing, and managing agreements, licenses, General Correspondences, Third Party Transfers, complex export strategies, and other requests
  • Excellent analytical skills and proven ability to interpret and implement GT regulations accurately
  • Excellent customer relation/interpersonal skills, sensitivity to cultural differences
  • Strong attention to detail, and the ability to follow through and resolve situations that are ambiguous or incomplete
  • Self-starter who can develop effective networks with internal customers
  • Strong time management, prioritization, and organizational skills
  • Excellent oral and written skills
  • Ability to think strategically and integrate GT licensing requirements with the company’s international business objectives
  • Some travel may be required
  • U.S. Citizenship is required
  • Able to obtain DOD security clearance

Responsibilities

  • Serve as Empowered Official
  • Supervise a team of Global Trade (GT) professionals, providing support, guidance, and career growth/development.
  • Develop export and import strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles;
  • Develop licensing plans and providing guidance for complex licensing strategy and program planning;
  • Be responsible for providing consistent interpretation under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to Business Unit employees;
  • Prepare, submit, track, obtain and manage from the U.S. government, all necessary export and import licenses, permits, and certifications – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types by: Working closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services; Ensuring review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal, Obtaining signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable, Providing status updates to the programs/stakeholders for awareness, Reviewing approvals to ensure execution and deliverables are considered, Managing day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses, and Monitoring authorizations for any changes effecting the authorizations and taking action upon knowledge of the change;
  • Assure regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions;
  • Manage and maintain Raytheon Polska’s exports, imports, re-exports, and re-transfers, including the review of all non-U.S. export activities, release of technical data, management of hardware and/or providing of defense services;
  • Maintain applicable trade compliance records in accordance with regulatory requirements;
  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls;
  • Partner with other RTX offices in the region;
  • Assist in identifying and reporting of compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems;
  • Communicate complex US GT laws/regulations and their application to Raytheon Polska and European customers/suppliers;
  • Become proficient in local Poland and European Export Regulations;
  • Support management in investigating and resolving compliance matters, audits and investigations;
  • Apply international trade regulations to real-life situations to enable international business to support programs;
  • Have the ability to handle complex licensing issues – permanent and temporary export licenses, temporary import licenses (unclassified and classified), re-exports, re-transfers, etc. that arise;
  • Develop and deliver training as required for employees engaged in international business activities; and
  • Act as a knowledgeable resource for all export/import licensing personnel.
  • Recruit and lead professional development of high-performing GT licensing staff.
