About The Position

Under direction, performs a variety of advanced professional duties in planning, leading, coordinating and implementing continuous improvement initiatives for District/SNWA financial and accounting systems and processes; leads and participates with key stakeholders in evaluating financial systems and processes to identify opportunities for improvement and lead in their implementation; serves as Finance Department project manager and liaison with Information Technology for development and installation of new systems and other technology solutions; and performs related duties as assigned.

Requirements

  • Graduation from a four-year college or university with a major in accounting, finance or a closely related field
  • At least five years of progressively responsible professional accounting experience, preferably in a large government agency or utility
  • Experience in a lead or project management role on finance and/or accounting systems improvement projects
  • Strong written and oral presentation skills
  • Demonstrated record of working collaboratively with various departments and different levels of employees
  • Knowledge of principles, practices and terminology of general, fund and governmental accounting, including financial statement preparation and methods of financial control and reporting
  • Knowledge of provisions and pronouncements of accounting standards, including GAAP, GASB and GFOA applicable to the work
  • Knowledge of principles and practices of cost accounting
  • Knowledge of internal control and audit principles, practices and procedures
  • Knowledge of cost accounting methods and procedures
  • Knowledge of laws and regulations relating to the financial administration of public agencies
  • Knowledge of principles and practices of public agency budgeting
  • Knowledge of advanced uses and operations of financial systems and tools
  • Knowledge of research methods and statistical and financial analysis techniques
  • Knowledge of general principles, methods and techniques of business process reengineering and systems analysis and design
  • Knowledge of principles and practices of information technology applicable to accounting and financial analysis and reporting
  • Knowledge of group facilitation methods and techniques
  • Knowledge of project management principles, processes, methods and tools
  • Knowledge of principles and practices of effective business communication

  • Ability to apply critical thinking skills to develop a big picture conceptual framework for conducting finance and accounting system, process and practice improvement projects and initiatives
  • Ability to evaluate options and alternatives, reach sound conclusions and make appropriate recommendations on complex financial operations and systems of internal control
  • Ability to understand, interpret, explain and apply local, state and federal law, codes, ordinances and regulations and professional accounting standards regulating District/SNWA financial accounting, reporting and recordkeeping
  • Ability to work collaboratively with department managers and staff and technology professionals to formulate integrated technology solutions to finance and accounting systems and process issues and enhancements
  • Ability to lead and facilitate cross-functional teams
  • Ability to negotiate understanding and build consensus agreements
  • Ability to perform project management and program coordination responsibilities for projects of varying size and scope
  • Ability to set priorities and balance responsibilities for multiple projects and initiatives to ensure timely, high quality results
  • Ability to exercise sound independent judgment within established guidelines
  • Ability to communicate clearly, effectively and courteously
  • Ability to prepare clear comprehensive reports, documentation and other written materials

  • A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy
