About The Position

The World Bank Group (WBG) Treasury is a Vice Presidency (VPU) that performs treasury functions for IBRD, IDA, and IFC, and other members of the World Bank Group. It manages approximately $300 billion in assets, leads financing programs, conducts asset and liability management, oversees development of financing and hedging products, and collaborates with member countries to build financial market capacity. The Client Solutions & Structuring department (TRECS) provides expertise and advisory services for financial products, including risk management, structured finance, local currency financing, derivatives, and debt capital market solutions. The Treasury ALM and Balance Sheet Management (TREAB) team is responsible for asset-liability management for IBRD, IDA, and IFC, including hedging transactions, client engagements, and product innovation. The Senior Financial Officer will be a member of the TREAB Team and will play a senior role in advancing balance sheet management, ALM policy development, stakeholder engagement, and governance reporting.

Requirements

  • Master’s degree in finance, economics, business, public policy, mathematics, or a related field, with substantial relevant experience in finance, financial policy, capital markets, MDB finance, or balance sheet management.
  • Demonstrated senior-level experience in ALM, financial policy, risk management, treasury, capital markets, or related areas, preferably involving MDBs or other complex financial institutions.
  • Deep knowledge of finance theory, derivatives, pricing and valuation models, hedging strategies, liquidity and funding risk, capital adequacy, and balance sheet risk management.
  • Proven ability to exercise sound judgment, lead complex analytical and policy work, and engage effectively with senior colleagues, market counterparts, government authorities, shareholders, and other stakeholders in a multicultural environment.
  • Excellent English writing and communication skills, including the ability to prepare concise, decision-ready materials for senior management, governance committees, shareholders, and other senior stakeholders.
  • Ability to independently set priorities, manage an intense and rapidly evolving work program, and deliver high-quality outputs under time pressure.
  • Strong integrative and stakeholder engagement skills, with a demonstrated ability to work across units, resolve issues constructively, and build consensus on technically complex matters.
  • Proficiency in English required.

Nice To Haves

  • Strong knowledge of WBG financial products, policies, governance processes, and current ALM topics is highly desirable.
  • Proficiency in another language and willingness to travel are desirable.

Responsibilities

  • Lead and provide senior technical oversight for WBG ALM activities, including the use of currency swaps, interest rate swaps, and other derivative transactions to support risk management, funding, liquidity, and balance sheet objectives.
  • Maintain and strengthen strategic relationships with investment banks, underwriters, derivative counterparties, shareholders, rating agencies, and other stakeholders to support the WBG’s standing in global capital markets.
  • Provide senior quantitative, financial policy, and analytical expertise for WBG ALM activities, including financial instrument valuation, risk measurement, capital and liquidity analysis, rating agency considerations, and the assessment of balance sheet implications under alternative scenarios.
  • Work across Treasury, Finance Partner VPUs, Global Practices, Legal, Controllers, Operations, and other departments to structure and implement financial solutions for WBG borrowers, ensuring alignment with institutional policies, risk parameters, and shareholder priorities.
  • Lead or substantially contribute to the development of policy, technical, and Board-facing papers related to WBG ALM, funding, liquidity risk, financial sustainability, and related governance matters.
  • Lead, coordinate, and/or participate in cross-functional teams developing new financial concepts, products, frameworks, or policy responses in support of senior management and shareholder priorities.
  • Serve as a central point of coordination for high-quality written communications, reporting, briefing materials, and presentations for senior management, governance committees, shareholders, the Audit Committee, and other stakeholders.
  • Mentor and guide junior staff, contribute to knowledge sharing across the team and WBG Treasury, and perform other duties as assigned in response to the evolving work program.
