About The Position

Arcticom, LLC is seeking a Senior Financial Management SME to support U.S. Air Force DAF WCF financial management systems. This remote role documents desired financial processes and accounting, budgeting, and disbursing capabilities for system integrator development; develops Oracle Federal Financials prototypes; and plans and conducts lifecycle testing against documented requirements. The role also ensures software configurations and deployments meet audit, quality, and security standards and that new applications are integrated into the USAF operational environment.

The position requires extensive experience with Oracle production support and solution development, Oracle Federal Financials, cMRO and/or Projects configuration, financial management, and software lifecycle testing. The role does not have supervisory responsibilities. Typical hours are 8:00 a.m. to 5:00 p.m. Eastern Time, with additional hours potentially required. Local and continental U.S. travel may be required at the USAF’s determination. Applicants must be U.S. citizens and have or be able to attain a NAC or SECRET security clearance. Employment is also contingent on passing a pre-employment drug screening and acceptable background check results; contract-related clearance and military installation access requirements may apply.

Requirements

• Bachelor’s degree.
• At least 5 years of Oracle production support or solution development experience, including Oracle process definition.
• At least 5 years of Oracle Federal Financials, cMRO, and/or Projects configuration implementation experience.
• Expertise in financial management, including general ledger, accounts payable, accounts receivable, cash management, and reporting.
• At least 5 years of software lifecycle testing experience.
• Must be a U.S. citizen.
• Must have or be able to attain a NAC or SECRET security clearance.
• Strong problem-solving, communication, organization, analytical, and interpersonal skills; ability to collaborate in group environments.
• Thorough understanding of Oracle E-Business Financial Suite, Oracle R12, and Oracle 11i, including Procure to Pay, Accounts Receivable, General Ledger, Inventory, cash management, and Sub-Ledger Accounting.
• Experience designing secure applications and understanding security implications from design through implementation.
• High initiative, self-motivation, and drive to exceed expectations.
• Ability to design and implement end-to-end enterprise reporting and transactional database systems, including data structures, stored procedures, and error handling.
• Understanding of full lifecycle development and testing.
• Ability to adapt quickly to complex existing environments and learn new concepts and software as needed.
• Strong analytic and problem-solving skills; detail-oriented, organized, deadline-focused, and able to manage multiple projects and time efficiently.
• Must pass pre-employment drug screening and have acceptable background check results.
• Must be able to obtain and maintain contract-required clearance levels and access to military installations, if applicable.

Nice To Haves

• Experience with DAF WCF financial accounting processes and supporting systems.
• Oracle cMRO, Projects, and/or Financials implementation experience.

Responsibilities

• Test system-integrator-developed software capabilities against documented requirements.
