About The Position

Join our Financial Services team and help keep the agency’s finances accurate, transparent and in compliance with state and federal rules. This position plays a key role in financial policy and compliance, including year-end close, the Annual Financial Report and audit support. In this role, you will analyze complex financial data, interpret accounting standards and provide clear guidance to staff across the agency. You will help develop and implement financial policies, support system and reporting improvements and ensure compliance with regulations and reporting requirements. This position works with a high level of independence and advises on financial and policy decisions. You will partner with program, budget and accounting staff to improve processes, support audits and strengthen financial reporting statewide. This position offers a hybrid work schedule, with most work performed remotely and occasional in-office attendance required for quarterly staff meetings.

Requirements

  • 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; AND e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.
  • A bachelor’s degree in accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in accounting AND three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations
  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations.
  • Note: 15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.

Nice To Haves

Responsibilities

  • Prepare policies for accounting, financial reporting and fiscal management in alignment with Generally Accepted Accounting Principles (GAAP), federal regulations and state laws.
  • Provide training as needed.
  • Work with the Secretary of State Auditors to complete ODOT’s annual audit.
  • Create any needed audit finding corrective action plans.
  • Compile ODOT’s Annual Financial Report, reviewing and correcting complex financial information and coordinating fiscal year-end adjustments.
  • Advise agency personnel and other financial services branch staff on accounting and reporting.
  • Coordinate the assembly of the agency’s Schedule of Expenditures of Federal Awards (SEFA) in accordance with federal regulations.
  • Lead systems development and improvement projects, such as infrastructure reporting databases and DB2 tables.
  • Analyze reporting needs and coordinate system development or modifications.
  • Coordinate with systems developers and help programmers understand requirements of financial systems.
