About The Position

The Finance Division within Corporate Services’ mandate is to enable success through financial stewardship and business partnership. As a Senior Financial Analy st, Human Services Finance Business Partner (FBP) you w ill provide strategic financial advice and support to Human Services leadership that enables them to effectively manage their business. The FBP supports the operational and strategic initiatives of the Human Services Department. Within the Human Services FBP section of Business and Financial Planning and reporting to the Supervisor, the Senior Financial Analyst is seen as the subject matter expert. The Senior Analyst works to develop and sustain collaborative and successful working relationships and supports the program in effectively managing their business. Our team is committed to providing a client-centered approach and delivers a model that offers financial advisory services with our internal and external business partners.

Requirements

  • Relevant University degree and recognized professional accounting designation (CA/CGA/CMA/CPA/ACCA)
  • Minimum of 5 years experience in preparing annual budgets, forecasts, and cash flow statements
  • An equivalent combination of education and relevant experience may be considered
  • Strong computer skills (specifically MS Office and PeopleSoft Financials) and/or Hyperion (budget software systems) would be considered an asset)
  • Excellent verbal and written communication skills, planning and organizational skills as well as ability to prioritize
  • Attention to detail, ability to work independently and as a team member
  • Excellent relationship building skills in order to develop and sustain client partnerships as well as work in a team environment
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

  • Knowledge of applicable legislation, regulations and standards as well as municipal issues, services and processes are considered an asset

Responsibilities

  • Performs budgeting, forecasting and reporting for various divisions within the Human Services Department
  • Identifies business trends and drivers and maintains/develops financial models
  • Develop workflow schedules for budget and corporate reporting cycles
  • Develops and maintains cooperative, collaborative and strategic relationships with the division’s managers and directors
  • Engages business partners and establishes open dialogue on the financial related matters with regards to business sustainability, terms of council priorities and program financial outlook
  • Provides financial advice and influence in program’s annual budget development, financial/management reporting and complex business issues
  • Creates meaningful reports/presentations that concisely identify root causes and clearly tell the story
  • Reviews council reports/business cases, conducts cost-benefit analysis and provides business partners with sound financial recommendations
  • Assesses financial processes to determine the efficiency of the current practices and appropriateness of financial controls
  • Provides advice and interpretation of financial policies, by-laws, procedures and legislations
  • Prepare year-end working paper and financial statement to report to the ministry
  • Provides coaching and review of the Financial Analyst’s work related to accounting activities (accruals, account reconciliations, journal entries etc.), management reporting, financial procedures and documentation
