About The Position

The Federal Reserve Bank of Philadelphia is seeking a Senior ERM Specialist/ERM Specialist to lead and support the development, implementation, and ongoing process of the enterprise risk management (ERM) function. This role is crucial for risk assessment & monitoring, internal controls over financial reporting, and business continuity (BC) within the Bank and the broader Federal Reserve System. The position involves gathering and collating information, performing analysis, and preparing presentations and reports to support senior management and System work efforts related to ERM, Sarbanes-Oxley (SOX) compliance, and business continuity. A project management mindset is essential, as the role will support Bank and System projects and strategic initiatives, participating as a full member or lead on work teams. The incumbent will report to the Senior ERM Manager and may functionally supervise less experienced analysts by assigning, monitoring, reviewing, and coordinating work for assigned projects. This posting is a dual grade posting, meaning candidates with slightly lower experience, education, or qualifications may also be considered.

Requirements

• Bachelor's degree, or equivalent related work experience and education is required.
• 8+ years of progressive experience in risk management
• Understanding of risk management concepts, project management disciplines, internal control concepts, and business continuity practices.
• Meeting and facilitation skills; ability to present with both technical and non-technical audiences, and governance groups.
• Exhibit advanced facilitation skills and communicate well in a range of situations.
• Ability to partner with stakeholders to enhance value, anticipate and resolve challenges, and recognize the value of building, maintaining, and enhancing stakeholder relationships.
• Onsite requirement: 4 days per week in the Philadelphia office.
• Occasional travel, less than 10%.
• Candidates who have a slightly lower level of experience, education, or qualifications may also be considered.
• The salary grade for this position is: Grade 14/15.
• Final salary and offer will be determined by the applicant's background, experience and skills, as well as internal equity and alignment with market data.

Responsibilities

• Independently complete risk management activities, including directing and implementing ERM strategies and operations to support adherence to the Federal Reserve System (FRS) ERM framework and BC framework.
• Independently drive the end-to-end business continuity mitigation and preparedness activities including the annual review and update of the Bank’s business impact assessments, planning and executing building exercises and facilitating impactful business area table top exercises.
• Support the end-to-end operations of the ERM function including identifying, assessing, prioritizing, mitigating, monitoring, and reporting on enterprise-wide risks facing the organization.
• Develop, implement, and maintain comprehensive ERM policies, standards and procedures, ensuring alignment with industry best practices, and organizational objectives.
• Partner with all business areas across the Bank to identify risks and monitor action plans through risk assessments, operationalize risk appetite statements, tolerances and measures to ensure they are embedded across the organization.
• Help enhance the Bank's risk function by applying latest technologies and data analytics to ensure the maintenance and implementation of best-in-class risk practices.
• Foster a culture of proactive risk management across the Bank, promoting risk awareness and culture using three lines of defense approach across the Bank.
• Provide support to the Bank's Risk Management Council (RMC) in preparing risk reporting materials that detail the overall health of ERM.
• Assist the ERM Manager in communicating with the wider System and Bank groups, such as the Audit & Risk Management Committee of the Board of Directors.
• Assess existing internal controls related to financial reporting processes and identify areas for enhancement.
• Prepare and present materials (e.g., status updates, findings overview) on control decisions and project status to executive and senior management.
