About The Position

Responsible for providing technical, regulatory, and programmatic direction for the environmental functional area of Constellation Projects & Services team. Supports planning and execution of projects with the consideration of all applicable environmental rules and regulations. Assists with or leads licensing, permitting, commissioning and integration and supports environmental regulatory filings for all environmental programs. This Subject Matter Expert (SME) works under the direction of the Principal Environmental Staff and is responsible for providing technical and regulatory support and expertise for development, construction, integration, mergers, acquisition, and divesture projects.

Requirements

  • Bachelor's degree in engineering, natural or physical sciences, or environmental science or related program with 5 years related experience
  • Experience developing permit applications, negotiating with regulatory agencies, and implementing permit requirements across multiple jurisdictions
  • Strong proficiency in Microsoft Office Suite applications
  • Multimedia experience with environmental regulatory requirements for power plants
  • Excellent planning, organization, and problem-solving skills, with the ability to handle multiple concurrent priorities
  • Project management experience
  • Experience interpreting environmental regulations and providing regulatory guidance to projects and sites

  • Project Management Institute (PMI) Project management Professional (PMP) certification
  • Advanced Degree (MS, M. Engr) in natural or physical sciences, or environmental engineering
  • Experience with State, County and Local Development and Site Plan approval

Responsibilities

  • Assist with the development, implementation, and maintenance of procedures, processes, and tools for environmental areas related to mergers, acquisitions, and divestitures due diligence and construction management.
  • Provide environmental support for new build and large capital projects, including due diligence, permitting, construction, commissioning, and integration, with guidance from senior environmental leadership.
  • Support development and execution of permitting and agency consultation strategies to identify, communicate, and mitigate environmental risks.
  • Provide environmental input and recommendations to inform decisions on high cost projects aligned with company growth strategy.
  • Coordinate with project teams to integrate environmental due diligence, siting, permitting, commissioning, and integration activities into overall project schedules while managing competing priorities.
  • Provide environmental oversight during construction, both remotely and in the field, to ensure compliance with regulatory requirements.
  • Provide input into the selection of environmental contractors to support project activities.
  • Monitor and manage contractor spend and related information, including contract number, spend to date, forecasted spend, description of services, schedule, and accruals, and provide updates to project management and financial controls as needed.
  • Assist with or lead development of permit applications, negotiations with regulatory agencies, and implementation of permits and approvals.
  • Track and communicate status of environmental actions and risks to internal stakeholders to effectively accomplish project goals within budget, quality, and time standards.
  • Partner with plant staff to identify and mitigate potential impacts of new projects on existing operations.
  • Participate in Original Equipment Manufacturer (OEM), Engineering, Procurement, and Construction (EPC), Owners Engineer (OE), and various counterparty contract reviews to support incorporation of environmental requirements.
  • Perform environmental aspects of due diligence efforts including site visits, contractor support, preparation of due diligence documents and reports, preparing environmental schedules, commenting on purchase sale agreements, and overall support to the due diligence process for mergers, acquisitions, and divestitures.
  • Maintain environmental tracking tools and databases, including project trackers and lessons learned repositories.
