About The Position

The City of Pittsburgh seeks a qualified individual to support enterprise applications delivering mission-critical services to meet department needs and provide long-term stewardship of public assets. Enterprise Applications are the major business-critical systems that underlie the operation of the City. A Senior Enterprise Application Administrator (SEAA) plays a critical role in managing and maintaining the organization's software applications and systems. SEAA will be responsible for ensuring smooth operation, performance, and security of these applications, supporting the needs of various departments and stakeholders across the enterprise. SEAA may instruct the Enterprise Applications Administrators (EAA) and collaborate with various technical experts in implementing leading-edge enterprise technologies throughout the City. This exciting opportunity to leverage technology for efficient and equitable operations will expose the successful candidate to all aspects of municipal government. The Senior Enterprise Application Administrator will work with the team to understand processes, organizational structures, and data to provide technical support for new and existing software applications. Core systems include those used for Enterprise Resource Management, Constituent Management, Asset Management, Permitting, and Police Records. The SEAA will be a key part of the evaluation, selection, planning, and implementation of new systems, which will be onboarded by City Operations.

Requirements

  • Applicants must submit a complete application, including education, work experience, a resume (if applicable), and completed supplemental questions.
  • Applicants must be or become residents of the City of Pittsburgh prior to employment and remain a resident throughout employment.
  • Four (4) years in enterprise application administration, with expertise in deploying, configuring, and managing complex software systems.
  • Bachelor's Degree from a fully accredited institution in Computer Science, Information Technology, Geography, Environmental Studies, Engineering, Business Administration, Public Policy, or a related field.
  • Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is eight (8) years.

Responsibilities

  • Assists the Senior Manager of Applications in developing and implementing strategies aligned with the organizational goals; identifies opportunities to improve operations and decision-making.
  • Leads the deployment, configuration, and customization of enterprise applications to meet the specific needs of the organization. Collaborate with developers, system architects, and business analysts to ensure seamless integration and functionality of applications.
  • Performs routine maintenance tasks, including software updates, patches, and upgrades, to ensure the stability and reliability of enterprise applications. Monitors system performance and resource utilization, proactively identifying and addressing potential issues to minimize downtime and optimize performance. Determines future growth requirements of the applications in areas such as database size, number of end-users, and application functionality; works with other information technology professionals to address application capacity needs.
  • Plans, coordinates, and manages related administered application projects from conception to completion, including timelines, resources, and budgets. Ensures projects are delivered on time, within scope, and within budget.
  • Provides technical support and troubleshooting assistance to end-users, addressing issues related to application functionality, performance, and access. Develops and delivers training materials and sessions to educate users on best practices, features, and capabilities of enterprise applications.
  • Implements and enforces security policies, procedures, and controls to protect sensitive data and ensure compliance with regulatory requirements (e.g., HIPAA, CJIS). Conducts regular security assessments and audits of enterprise applications, identifying vulnerabilities and implementing remediation measures as needed.
  • Maintains comprehensive documentation of system configurations, processes, and procedures to facilitate knowledge transfer and ensure operational continuity. Develops and updates technical documentation, including user guides, installation manuals, and troubleshooting procedures, to support users and IT staff.
  • Collaborates with cross-functional teams, including IT, operations, and finance, to understand business requirements and translate them into technical solutions. Communicates regularly with stakeholders to provide updates on system performance, upcoming changes, and maintenance activities, ensuring alignment with organizational goals and objectives.
  • Stays updated with the latest technologies and trends and implements improvements to processes.
  • Provides instructions and supports Enterprise Applications Administrators (EAA).
  • Performs other related tasks and duties as assigned or required.
