About The Position

The mandate of Infrastructure Services is to implement city-building priorities – from planning and delivering infrastructure projects, to managing infrastructure assets and investments. This role involves managing total project delivery using in-house and/or external resources for major infrastructure construction and rehabilitation projects, including roadways, transitways, structures, sewers, water mains, pumping stations, treatment works, drainage works, lighting, solid waste/landfill sites, cycling facilities, traffic calming, transit improvements, streetscaping and related underground utilities. The Senior Engineer is responsible for all phases of project delivery, from project inception through consultant selection (where applicable), public consultation, pre-design, detailed design, approvals, tendering, and award, to construction. Assignments involve major or multiple projects that are highly complex, of multi-million dollar value, frequently having numerous stakeholders and may require extensive public consultation and environmental assessment and may extend over multiple years. These positions are specifically in the Design & Construction Water Facilities branch of Infrastructure Services, focusing on infrastructure projects in the City’s water and wastewater facilities.

Requirements

  • Completion of 4 year degree in Engineering or Applied Science.
  • Minimum of 8 years of professional experience in the planning, design, and construction of municipal infrastructure.
  • Minimum of 5 years of project management experience.
  • Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
  • Knowledge of engineering planning, design, operations, and construction/rehabilitation of municipal structures, infrastructure, and utilities.
  • Knowledge of related federal, provincial, and engineering legislation, regulations, standards, codes, and by-laws pertaining to environmental impact assessment, building, fire, health and safety, and construction process.
  • Knowledge of processes for conducting and analyzing environmental impact assessments.
  • Knowledge of principles of project management, including cost containment/control and reporting.
  • Knowledge of processes for developing Request for Qualifications & Requests for Proposals, including acceptance, review, and selection of consulting engineers.
  • Knowledge of processes for tendering and contracting work.
  • Proficiency in computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail, and use of the Intra-Internets.
  • Knowledge of protocols for responding to senior management/councillor inquiries, conducting public consultation, and preparing reports, briefing notes, and other communiqués.
  • Possess the training, experience, and knowledge to organize the work and its performance.
  • Familiarity with all applicable health and safety legislation, knowledge of any potential or actual danger to health or safety in the work place, and knowledge of appropriate actions to be taken to ensure the health and safety of staff.
  • Ability to manage concurrent complex, multi-million dollar, and often highly sensitive projects and bring them to completion according to schedule and within budget.
  • Ability to manage activities of technical staff, consultants, contractors, and coordinate activities with other levels of governments and external agencies/utilities.
  • Ability to prepare formal RFQ’s and RFP’s; review, analyze, and recommend acceptance of proposals from consulting engineering firms.
  • Ability to communicate effectively orally and in writing to internal councillor inquiries and inquiries/complaints from the general public, and to present technical material in formats conducive to various audiences.
  • Ability to identify and recommend solutions to health and safety issues and problems to ensure the safety of employees and contractors and to mitigate loss/project downtime.

Nice To Haves

  • Experience managing design and construction projects in operational facilities including drinking water treatment plants, wastewater treatment plants and water/wastewater pumping stations.

Responsibilities

  • Manage total project delivery for major infrastructure construction and rehabilitation projects using in-house and/or external resources.
  • Oversee all phases of project delivery from inception through consultant selection (where applicable), public consultation, pre-design, detailed design, approvals, tendering, award, and construction.
  • Monitor, track, and report on project status.
  • Approve all project expenditures.
  • Arrange all project-related testing.
  • Handle commissioning and turnover to operating branches.
  • Participate in project identification, prioritization, and planning.
  • Organize environmental impact assessments and other studies across all stages of the project lifecycle.
  • Contribute to the review and development of department engineering standards.
  • Carry out other duties as assigned.
