About The Position

The Senior Engineer II, Civil, Projects serves as the owner’s engineer and technical assurance resource for civil and structural scope within the Refining Business Unit Projects organization for Phillips 66. This role is responsible for providing technical assurance, establishing expectations for quality and completeness, and reviewing key civil/structural deliverables developed by EPC contractors, vendors, and third-party engineering firms. This position is a technical oversight role for multiple facilities and applies deep technical knowledge and practical industry experience to verify that proposed designs, analyses, specifications, estimates, and execution strategies are technically sound, safe, constructable, economical, and aligned with Phillips 66 standards, business objectives, and Management of Change requirements. The successful candidate must have strong working knowledge of civil and structural engineering and design activities across FEL, detailed design, procurement, fabrication, construction, and closeout, and be able to coach and mentor project personnel, project management teams, less experienced engineers, and third part engineering contractor teams to improve quality and consistency of deliverables.

Requirements

  • Bachelor’s degree or higher in Engineering or related field
  • 10 or more years of petrochemical experience
  • Broad experience and understanding of Plant maintenance, operating, and project practices
  • Highly developed technical expertise in civil and structural engineering, fabrication, and construction practices associated with refinery or petrochemical projects
  • Demonstrated ability to review and assess engineering work performed by others and provide clear, practical technical direction
  • Strong understanding of front-end loading, detailed design, procurement, construction, and management of change processes for capital projects
  • Ability to apply technical expertise to problem solving while achieving broad business objectives
  • Strong structural analysis capability and experience/knowledge of structural analysis tools such as Staad pro, Risa 3D and other software used for foundation design and evaluation.
  • Familiarity with 3D Design such as Navisworks as well as laser scanning software
  • Ability to coach, mentor, challenge, and influence project personnel and EPC organizations without direct authority
  • Deep knowledge of ASCE, AISC, ACI, and IBC building code
  • Strong written and verbal communication skills, including the ability to provide clear technical feedback and align diverse stakeholders
  • Personal discipline to balance short-term demands with long-term objectives
  • Possess or ability to obtain TWIC card
  • Possess a valid driver’s license
  • Able to travel up to 30% of time domestically or internationally to Phillips 66 plants, fabricators or contractors.
  • Willing and able to relocate to Houston, TX

Nice To Haves

  • Experience/Knowledge designing structures in high seismic regions
  • Experience/Knowledge in performing dynamic analysis for structures/foundations for large rotating equipment such as pumps and compressors
  • Willing and able to participate in various committees for Process Industry Practices, ASCE, and others as appropriate
  • Ability to develop and communicate clear technical expectations, execution strategies, and lessons learned
  • Demonstrated ability to lead through influence, drive accountability, and improve quality across project teams

Responsibilities

  • Serve as the owner’s engineer for civil/structural scope on capital projects, with responsibility for technical assurance, oversight, and risk identification.
  • Review civil and structural project scope, design basis, and execution strategies to confirm alignment with project objectives, site requirements, company standards, and applicable codes.
  • Review and provide technical guidance on steel and concrete structures, pump foundations, equipment foundations, pipe supports, drainage systems, paving, containment, and other civil/structural scopes.
  • Evaluate proposed approaches for existing structures and foundations, including fitness for continued service, modification feasibility, repair concepts, and long-term reliability.
  • Review civil/structural calculations, specifications, drawings, models, and vendor deliverables prepared by outside engineering firms, contractors, fabricators, and suppliers.
  • Provide quality assurance over EPC civil/structural deliverables to verify completeness, technical adequacy, constructability, and compliance with Phillips 66 requirements.
  • Oversee and review contractor structural and foundation designs, including key assumptions, loading criteria, design parameters, and code application.
  • Review geotechnical, surveying, topographic, GPR, probing, hydro-excavation, and related third-party scopes and results to confirm they are sufficient to support project decisions and design development.
  • Review IFA and IFC civil/structural packages to verify technical quality, constructability, completeness, and alignment with project requirements, company standards, and approved design basis.
  • Guide project teams in identifying the right civil/structural investigations, data collection, and early engineering activities needed during FEL to reduce execution risk.
  • Develop, capture, and communicate civil/structural lessons learned from project execution to support continuous improvement, strengthen work processes, and improve quality and predictability on future projects.
  • Support/Lead development and review of Civil and Structural Refinery Engineering Practices and help standardize expectations for project execution.
  • Coach and mentor project engineers, project managers, and EPC personnel on what good civil/structural execution looks like across FEL, detailed design, and construction.
  • Participate in project milestone reviews including kickoff meetings, FEL reviews, constructability reviews, model reviews, and issue-for-approval / issue-for-construction deliverable reviews.
  • Advise project teams on key civil/structural risks, scope gaps, constructability concerns, and execution tradeoffs so informed business decisions can be made early.
  • Review project estimates, assumptions, scope basis, and execution plans for civil/structural content to improve estimate quality and predictability.
  • Coordinate with mechanical, piping, instrument, electrical, process safety, construction, procurement, and operations stakeholders to ensure civil/structural scope is well integrated into the overall project.
  • Support field execution by helping resolve technical issues, reviewing proposed changes, and providing practical recommendations while maintaining focus on safety, operability, reliability, cost, and schedule.
  • Promote safe work practices and reinforce expectations for technically sound, practical, and sustainable project solutions.
