About The Position

Turner & Townsend is seeking an experienced Electrical Estimator / Quantity Surveyor to join their consultancy team. This role will support the delivery of a major semiconductor manufacturing facility. The successful candidate will be independently responsible for preparing and presenting electrical cost estimates, quantity take-offs, and commercial management for complex Electrical Building Services and Process Utility installations. The ideal candidate will be driven and embody Turner & Townsend's purposes and values.

Requirements

  • Minimum 5 years of relevant experience working in a Quantity Surveying and/or estimating role in the construction industry.
  • Strong knowledge of construction contracts.
  • Experience supporting cost management on medium or large-sized construction projects.
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.
  • Strong communication skills.

Nice To Haves

  • Ability to understand Class 2 estimates.
  • RICS accredited or working towards it.
  • Construction consultancy experience is strongly preferred.
  • Knowledge of semiconductor facility infrastructure and construction methodologies.
  • Familiarity with NECA, RS Means.
  • RICS certification.

Responsibilities

  • Advising clients on strategies, managing prequalification of vendors, assessing proposals, bids, change orders, and bid levelling documents.
  • Making final recommendations to the client, attending and chairing bid interviews, and managing the appointment process.
  • Independently evaluating contractor and subcontractor tenders and preparing commercial recommendations.
  • Reviewing, validating, and negotiating variations, change orders, and compensation events.
  • Providing side-by-side cost comparisons.
  • Performing high-level reviews of change orders, validating quantities, rates, and scopes of work in alignment with standard industry practices and contract documents.
  • Managing, reviewing, and presenting estimates of complicated change orders prepared by the estimating department.
  • Benchmarking performance against other successful commissions.
  • Assisting with change management in a fast-track design and construction environment.
  • Performing all duties using/preparing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  • Adhering to SOX control responsibilities where applicable.
  • Providing commercial management support for specialist electrical systems.
