About The Position

We are seeking driven, thoughtful candidates with experience in economic impact analysis and program evaluation to support impactful initiatives for our Federal clients at the U.S. Department of State (DOS). As an Economist with Censeo, you will lead economic modeling for a key Department of State program. You will work closely with DOS teams to conduct impact analysis, communicate results to stakeholders, and deliver actionable recommendations to support the Department’s global mission. The ideal candidate leverages IMPLAN expertise and strong experience in economic modeling for federal programs.

Requirements

  • BA/BS required; Master’s or PhD strongly preferred in Economics, Applied Economics, Public Policy, or a closely related field
  • 5-10+ years of experience conducting economic impact or cost‑benefit analyses for public-sector, nonprofit, or research organizations
  • Demonstrated experience with IMPLAN in applied policy or program evaluation contexts (required)
  • Strong quantitative and analytical skills, using tools such as advanced Excel, R, Python, STATA, or SAS to perform economic analysis and data modeling
  • Experience creating data visualizations to produce clear summary reporting for nontechnical audiences
  • Experience integrating diverse data sources, including demographic data (e.g., Census and ACS), geographic data (regional, state, and national levels), and longitudinal program participation data for economic and policy analysis
  • Proven track record supporting federal reporting requirements and external oversight (e.g., OMB, GAO, congressional stakeholders)
  • Working knowledge of the Government Performance and Results Act (GRPA), performance measurement frameworks, and other federal evaluation standards and metrics
  • Excellent written and verbal communication skills including the ability to synthesize complex information
  • Excellent analytical and problem-solving skills
  • Strong attention to detail and accuracy

Nice To Haves

  • Experience evaluating workforce development, exchange programs, education, tourism, trade, or international mobility programs strongly preferred
  • Experience supporting the Department of State or other international affairs/government agencies
  • Experience in consulting, professional services, or federal government contracting

Responsibilities

  • Develop baseline and annual updates of economic impact assessments using IMPLAN
  • Analyze direct, indirect, and induced impacts of exchange visitors on U.S. regional economies
  • Examine sectoral impacts by industry (North American Industry Classification System (NAICS) categories) and geographic distribution
  • Estimate job creation, tax revenues, local business impact, and Gross Domestic Product contributions
  • Conduct comparative analysis with other global exchange programs, workforce development, and talent pipelines
  • Integrate demographic and geographic data to assess regional, state, and national-level impacts.
  • Ensure tangible GPRA data aligning with key metrics such as jobs created, jobs retained, and private sector investment leveraged
  • Implement annual updates to economic models reflecting new program participation and economic trends
  • Improve methodologies and refine assumptions based on new data sources
  • Ensure compliance with OMB, GAO, and congressional reporting requirements
  • Provide benchmarking with past studies and adjust methodologies as needed
  • Collaborate with cross-functional teams to develop realistic, innovative solutions to complex challenges
  • Communicate findings and recommendations clearly through written reports and presentations
  • Build and maintain strong client relationships, proactively identifying and mitigating delivery risks
