Job Summary: The Senior Economist will serve as an economic advisor for the Department of the Interior's Office of Insular Affairs (OIA). The role involves providing professional expertise to support and enhance existing capabilities for conducting periodic reviews of the economies in the U.S. territories and Freely Associated States (FAS). This includes economic monitoring and analysis.

Requirements

  • Minimum of fifteen (15) years of progressively responsible experience in economic and policy analysis and advisory roles, including senior-level responsibilities.
  • Demonstrated expertise in economic growth policies, fiscal sustainability, financial and fiscal management measures, and risk mitigation for small island nations or similarly situated Government entities.
  • Master’s degree (or experiential equivalent) from an accredited college or university in Economics, Finance, Business, or a closely related field (Doctorate preferred).
  • Demonstrated ability to analyze complex issues.
  • Strong critical thinking.
  • High organization.
  • Attention to detail.
  • Excellent communication skills.
  • Ability to communicate statistical concepts to technical and non-technical audiences.
  • Proficiency in using audit software and tools, as well as Microsoft Office applications.
  • Able to work independently and as part of a team.

Nice To Haves

  • Familiarity with federal economic analysis standards (OMB Circulars, GAO guidelines) is highly desirable.
  • Doctorate preferred.

Responsibilities

  • Serve as an economic advisor for the Department of the Interior's Office of Insular Affairs (OIA).
  • Provide professional expertise to support and enhance existing capabilities for conducting periodic reviews of the economies in the U.S. territories and Freely Associated States (FAS).
  • Conduct economic monitoring and analysis.
  • Review and interpret complex economic and historical reports related to fiscal and financial management.
  • Lead and coordinate multidisciplinary teams (economists, accountants, auditors, statisticians, data experts).
  • Serve as liaison with clients.
  • Prepare and deliver milestone economic reports and presentations for stakeholders.
  • Coordinate with international development institutions and multilateral partners (ADB, WB, IMF, etc.).
