About The Position

Texas Health and Human Services Commission (HHSC) is seeking an experienced Software Developer 2 to support the development, enhancement, maintenance, and modernization of enterprise applications. The selected candidate will work closely with software developers, business analysts, UX designers, technical support teams, and project stakeholders to design, develop, test, and maintain critical business applications. This role requires strong full-stack development experience utilizing Angular, C#, ASP.NET, and Oracle Database technologies within an Agile/Scrum development environment.

Requirements

  • 7+ years of experience in software development, programming, systems analysis, and application development.
  • 7+ years of experience coding, testing, debugging, and supporting complex business applications.
  • 7+ years of experience designing system logic and preparing technical specifications.
  • 7+ years of experience working with enterprise software development methodologies.
  • Strong experience with Angular development.
  • Strong experience with C# and ASP.NET.
  • Experience developing applications utilizing Oracle Database.
  • Experience creating stored procedures, triggers, and database objects.
  • Experience with software testing, debugging, and performance tuning.
  • Knowledge of software architecture concepts and enterprise application design.
  • Understanding of data integrity, security practices, and technology standards.
  • Experience working within Agile and Scrum environments.
  • Knowledge of emerging technologies and software development trends.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently with limited supervision.
  • Strong interpersonal and collaboration skills.
  • Ability to effectively communicate technical concepts to technical and non-technical audiences.

Responsibilities

  • Design, code, modify, and maintain complex computer programs, subroutines, triggers, stored procedures, classes, objects, and scripts.
  • Develop solutions using Angular, C#, ASP.NET, and Oracle Database technologies.
  • Create and execute test plans, test scripts, and test data.
  • Debug, troubleshoot, and resolve application defects.
  • Follow established software development standards, coding guidelines, testing procedures, and documentation requirements.
  • Participate in peer code reviews to ensure quality, maintainability, and compliance with business requirements.
  • Collaborate with trainers, technical support teams, network specialists, and contractors to implement system updates and enhancements.
  • Analyze, diagnose, and resolve production issues.
  • Support application deployments and production releases.
  • Provide technical assistance and training to staff and end users when necessary.
  • Analyze business and technical requirements for new applications and enhancements.
  • Assist in translating business needs into technical solutions.
  • Participate in solution design discussions and technical planning.
  • Work closely with software development team members and project stakeholders.
  • Coordinate development activities across multiple team members.
  • Provide status updates to project managers and team leads.
  • Participate in Agile ceremonies including sprint planning, standups, reviews, and retrospectives.
  • Develop and maintain technical documentation.
  • Document system designs, program specifications, testing procedures, and support processes.
  • Ensure documentation remains current and accurate.
