About The Position

The Senior Division Engineer provides functional oversight of OmniTRAX projects systemwide as executed by contractors and employees to ensure compliance with Track Safety Standards, safety, contract obligations and timelines to achieve company objectives at all OmniTRAX railroads. This position oversees capital infrastructure projects for Track, Bridges, and Signals & Communications, managing projects and project plans to ensure Engineering quality, compliance, and contract obligations; ensures timely project completion following state, local and FRA regulations, and to the scope of work on budget. Requirements

  • Associate’s degree or equivalent education and related work experience
  • 20+ years railroad and budget experience
  • 15+ years engineering project experience
  • Strong project management skills
  • Business and financial acumen
  • Leadership and mentoring skills to develop high-performance team
  • Thorough working knowledge of FRA regulations governing track, bridge, signals & communication and other areas of capital improvement efforts
  • Read, analyze and comprehend general business periodicals, professional journals, technical procedures, and governmental regulations
  • Prepare written reports, business correspondence and procedure manuals
  • Effectively present information and respond to questions from diverse groups of managers, clients, customers and general public
  • Define problems, collect data, establish facts, and draw valid conclusions; strong decision-making skills
  • Interpret an extensive variety of technical instructions in mathematical or diagram form; deal with several abstract and concrete variables
  • Effectively communicate with all levels of employees and business associates in a clear, concise and professional manner
  • Intermediate computer skills in Microsoft Office

Responsibilities

  • Ensure compliance with all railroad rules and regulations for safety, operations and the Federal Railroad Administration (FRA), emphasize proper time management and risk reduction
  • Railroad asset management and project oversight including equipment and infrastructure
  • Coordination with Operations, Real Estate, Procurement, Accounting, Commercial, Legal and Risk, and Government Affairs ensuring support and alignment of the critical path and plan for Field Engineering
  • Lead the Engineering alignment and management of Public Projects and associated processes
  • Review and approve or escalate Real Estate opportunities including ITA and utility crossing approvals
  • Coordinate and strategize with Procurement to optimize ROI with Materials, Contractors, and Projects; ensure that processes align and are consistent across OmniTRAX. This includes project safety, contract and budget preparation, electronic inspection and data interpretation, and through site visits. Additionally, offers input on professional service contracts, equipment, vehicles, and fleet management.
  • Coordinate and collaborate with Accounting to manage capital budgets and proper project close-outs
  • Utilization of defect car data to drive the AOP strategy process and best direct capital plans
  • Develop and routinely ensure alignment and updates to five-year plus strategy plan and align with AOP
  • Develop and distribute railroad standards for Track and Maintenance of Way for OmniTRAX managed railroad properties including property development
  • Lead the effort to protect employees, customers, and the environment during the Engineering Department’s work; ensure diligent application of all safety rules, policies and procedures designed to protect employees, customers and the environment; promote systemwide housekeeping strategies
  • Prepare reports and presentations on project progression and infrastructure improvements
  • Assess projects and identify continuous process improvement for greatest efficiency and cost reduction while adhering to all safety protocols; set strategies for best-practice of material management
  • Work safely to prevent on-the-job incidents, accidents, and injuries
  • Wear required protective equipment (PPE) such as hard hats, hearing protection, safety-toe boots, safety glasses, etc.
  • Provide leadership, mentoring and guidance to team with execution of projects; set performance goals, and provide on-going coaching of employees to achieve career objectives, cultivate a high-performance culture; build a leadership pipeline throughout the organization
  • Set the example, create and lead the culture of mutual respect, cooperation and attention to detail for employees to deliver profitable execution on business goals
