About The Position

As a Sr Director, Programs, you lead the planning, execution, and delivery of complex, mission-critical programs within the public safety domain. This role oversees a portfolio of cross-functional initiatives involving network infrastructure, emergency communications systems, public safety applications, interoperability, and regulatory compliance. The Senior Director, Programs ensures programs are delivered with precision, reliability, and transparency while aligning execution to the organization’s strategic goals and customer commitments.

Requirements

• 10+ years of program or project management experience, including leadership of large telecom, networking, or public safety technology programs
• Proven success delivering mission-critical systems or large-scale deployments involving network infrastructure, software platforms, or emergency communications systems
• Deep understanding of telecom technologies (e.g., LTE, 5G, IP networks), public safety communications, or the NG911 ecosystem
• Experience working with government agencies, public safety organizations (PSAPs, law enforcement, fire/EMS), or regulated environments
• Strong strategic planning, organizational leadership, and stakeholder-management skills
• Demonstrated ability to influence and collaborate with senior executives, technical leaders, and external partners
• Excellent communication, negotiation, and executive-level presentation skills
• Familiarity with program management methods (Agile, Waterfall, hybrid) and modern PM tools

Nice To Haves

• Experience in next-generation public safety communications, broadband expansion, or telecom modernization projects
• Understanding of standards and organizations such as NENA, APCO, 3GPP, or FCC guidelines
• Certifications: PMP, PgMP, SAFe, ITIL, or equivalent
• Experience in multi-vendor, multi-agency program environments
• Background leading transformation initiatives such as technology refresh, network migration, or system consolidation

Responsibilities

• Provide strategic leadership for a PMO responsible for major telecom and public-safety programs, including system deployments, upgrades, integrations, and technology modernization
• Oversee end-to-end program lifecycle: scope, requirements, scheduling, financial governance, risk management, and post-implementation review
• Drive program governance frameworks aligned to mission-critical reliability, redundancy, and regulatory standards (e.g., NG911, PSAP operations, NENA, APCO, FCC)
• Lead cross-functional teams across engineering, network operations, product, field services, customer success, and external partners
• Manage large customer-facing programs involving government agencies, public safety organizations, and telecom service providers
• Ensure transparency through robust reporting, metrics, dashboards, and executive-level communication
• Navigate complex dependencies such as multi-vendor integrations, infrastructure builds, spectrum or network constraints, and public-sector procurement requirements
• Guide change management for technology transitions, operational readiness, and customer adoption
• Build, mentor, and scale a high-performing team of program and project managers with industry-specific expertise
• Drive continuous improvement, standardization, and scalable delivery practices across the program portfolio
