The Senior Director of Technology is a key member of 211 LA’s leadership team, responsible for driving strategic technology vision, operational excellence, and innovation across the organization. This role oversees all technology functions, including leadership of the Director of Digital Systems (211 LA) and the CareSuite Digital Systems Director, ensuring effective delivery of digital platforms, infrastructure, security, analytics, and customer-facing technology services. The Senior Director of Technology partners closely with internal stakeholders, external vendors, and cross-functional teams to create a secure, reliable, and scalable technology ecosystem that supports 211 LA’s mission and statewide service delivery.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field required; Master’s degree preferred.
  • Excellent organizational and time management skills.
  • Strong communication and interpersonal abilities.
  • Ability to work effectively both independently and in a team.
  • Willingness to adapt to changing priorities and responsibilities.
  • 7-10 years of progressive IT leadership experience, including supervision of managers or directors in a multi-system environment.
  • Demonstrated experience leading enterprise technology strategy, digital transformation, and cross-functional technology teams.
  • Strong knowledge of cloud infrastructure, network architecture, and system administration.
  • Experience with customer experience/contact center platforms (e.g., NICE/CXone), CRM systems, data analytics tools, and integration tools.
  • Experience evaluating technology options and AI frameworks and guiding decision making on the best platforms to meet the needs and budget requirements of the organization.
  • Proven success implementing AI in organizations and measuring outcomes and impact.
  • Deep understanding of cybersecurity frameworks, risk mitigation, and compliance standards (HIPAA, SOC 2, NIST, etc.).
  • Expertise in vendor and contract management, budgeting, and procurement processes.
  • Demonstrated ability to manage complex, concurrent projects with strong organizational and change management skills.
  • Exceptional leadership skills with the ability to coach, inspire, and develop a high-performing technology team.
  • Strong communicator with the ability to translate technical concepts into accessible language for staff, partners, and stakeholders.
  • Collaborative, solutions-oriented, and proactive in driving initiatives and resolving challenges.

Responsibilities

  • Develop and execute the organization’s technology strategy aligned with 211 LA’s mission, service standards, and innovation priorities.
  • Lead, mentor, and provide strategic oversight to the Director of Digital Systems (211 LA) and the CareSuite Digital Systems Director, ensuring cohesive planning, project execution, and system optimization.
  • Serve as a member of the leadership team, collaborating with the COO, CFO, and program leadership to support organizational goals, digital transformation, and future growth.
  • Develop an annual technology roadmap and oversee long-term planning for system evolution, modernization, and integration.
  • Ensure high-quality performance, reliability, and continuous improvement of 211 LA’s full digital ecosystem, including CareSuite, NiCE/CXone, Tableau dashboards, websites, data pipelines, and custom applications.
  • Oversee product management, enhancements, vendor relationships, and lifecycle management for all internal and external-facing technology platforms.
  • Partner with program leaders to identify system needs, gather business requirements, and translate user needs into technology solutions.
  • Oversee all infrastructure components, including cloud environments, telecom systems, network operations, hardware lifecycle, and endpoint management.
  • Ensure systems are scalable, resilient, and compliant with operational requirements and funder expectations.
  • Lead disaster recovery planning, business continuity strategies, and technology readiness for emergency activations.
  • Serve as the primary internal security leader and liaison to 211 LA's external security firm, ensuring strong alignment with cybersecurity best practices and risk mitigation strategies.
  • Oversee incident response coordination, annual security assessments, penetration testing, and audit support.
  • Ensure compliance with HIPAA, SOC 2, data privacy requirements, and county, state, and federal standards.
  • Promote a culture of security awareness across the organization.
  • Manage technology vendor relationships, contract negotiations, procurement, and performance monitoring.
  • Develop and manage the department’s annual technology budget.
  • Ensure transparent reporting and forecasting related to systems licensing, maintenance, and capital investments.
  • Participate in development and review of responses to RFPs, grant proposals, and other funding opportunities
  • Lead cross-functional technology initiatives, ensuring timely delivery, clear scope, strong communication, and effective change management.
  • Oversee implementation of new platforms, upgrades, integrations, and enterprise-wide technology projects.
  • Establish project management standards and documentation across all digital systems.
  • Ensure technical infrastructure supports robust data pipelines, dashboards, and reporting systems.
  • Collaborate with internal teams on data governance, quality, and standardization.
  • Support data systems that enable accuracy, performance monitoring, and contract compliance.
