POSITION SUMMARY: The Senior Director, Environmental, Health & Safety provides strategic leadership for Environmental, Health & Safety programs across Transco Rail Services operations. Reporting to the Sr. Vice President, Operations, the role partners with operational and functional leaders to support regulatory compliance, risk reduction, employee wellbeing, environmental stewardship, and continuous improvement throughout the organization.

Requirements

Demonstrated ability to lead Environmental, Health & Safety functions within complex multi-site industrial, transportation, manufacturing, field service, rail service, or related environments.
Strong working knowledge of environmental, occupational health, and workplace safety regulations within the United States and Canada.
Thorough understanding of industrial hygiene principles, risk assessments, incident investigation methodologies, root cause analysis, and corrective action management.
Strong understanding of Workers' Compensation, General Liability, Auto Liability, and risk mitigation strategies.
Ability to develop and implement company-wide Environmental, Health & Safety standards, procedures, and improvement initiatives.
Strong business acumen and ability to align Environmental, Health & Safety priorities with operational and organizational goals.
Excellent leadership, communication, presentation, and influencing skills.
Ability to build effective partnerships across all levels and functions of the organization.
Strong analytical, organizational, and problem-solving abilities.
Experience leveraging metrics, reporting tools, and performance data to drive decision-making.
Demonstrated ability to lead organizational change and continuous improvement efforts.
Strong project management and strategic planning skills.
Proficiency in Microsoft Office applications and Environmental, Health & Safety management systems.
Bachelor's Degree in Safety & Health, Occupational Health, Environmental Science, Safety Engineering, Environmental Health, or a related field required.
Ten (10) or more years of progressively responsible Environmental, Health & Safety leadership experience.
Demonstrated experience supporting multi-site operations within industrial, transportation, manufacturing, rail service, field service, or similar environments.
Proven record of improving Environmental, Health & Safety performance and reducing organizational risk.
Significant experience leading Environmental, Health & Safety professionals and functional leaders.
Strong knowledge of regulatory compliance, industrial hygiene, injury prevention, incident management, environmental compliance, and risk management programs.
Demonstrated ability to influence operational and functional leaders across diverse business environments.
Excellent leadership, communication, analytical, organizational, and decision-making skills.

Nice To Haves

Master's Degree preferred.
Professional certification such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), or comparable Environmental, Health & Safety credential preferred.

Responsibilities

Provide strategic leadership and direction for Environmental, Health & Safety programs supporting all Transco Rail Services operations and business functions.
Develop, implement, maintain, and continuously improve Environmental, Health & Safety policies, standards, procedures, and management systems.
Establish consistent Environmental, Health & Safety expectations and accountability measures across field operations, shop operations, corporate functions, and support departments.
Partner with operational and functional leaders to identify risks, improve performance, and support business objectives through effective Environmental, Health & Safety practices.
Develop Environmental, Health & Safety strategies that align with company goals, operational priorities, regulatory requirements, and customer expectations.
Monitor, analyze, and communicate Environmental, Health & Safety performance metrics, trends, and improvement opportunities to senior leadership.
Lead organizational efforts to strengthen Environmental, Health & Safety culture, employee engagement, and operational discipline.
Promote continuous improvement initiatives that support risk reduction, operational effectiveness, and organizational performance.
Provide leadership and oversight of environmental compliance programs throughout Transco Rail Services operations.
Ensure compliance with applicable federal, state, provincial, and local environmental laws, regulations, permits, and reporting requirements.
Lead environmental risk management activities involving hazardous materials, waste management, spill prevention, air quality management, water management, and environmental incident response.
Develop environmental performance metrics and reporting processes to support informed business decisions.
Partner with operations and facility leadership to proactively identify environmental risks and implement corrective actions.
Oversee environmental audits, assessments, inspections, and compliance reviews.
Support environmental sustainability initiatives consistent with business objectives and regulatory requirements.
Lead occupational health initiatives focused on employee wellbeing, industrial hygiene, exposure reduction, injury prevention, and workforce readiness.
Consult with Engineering, Operations, Continuous Improvement, and Facilities regarding the design, usage, modification, and layout of facilities to ensure proper safety controls, safeguarding, and industrial hygiene compliance.
Establish occupational health standards and monitoring programs supporting regulatory compliance and employee protection.
Provide leadership and oversight of occupational injury management and Workers' Compensation programs, partnering with Human Resources and operational leadership to support employee recovery, return-to-work efforts, and effective case management.
Partner with Human Resources and operational leadership to improve employee health outcomes and reduce organizational risk.
Monitor injury and illness trends and recommend proactive improvement strategies.
Support the development and implementation of health-related training and awareness programs.
Lead the strategic development and continuous improvement of the Company's Environmental, Health & Safety programs.
Drive execution of safety initiatives, action plans, and performance improvement efforts throughout the organization.
Develop and maintain safety standards, procedures, training programs, and performance expectations.
Conduct facility assessments, audits, inspections, and operational reviews to identify risks and opportunities for improvement.
Monitor leading and lagging indicators to evaluate safety performance and identify trends.
Coordinate response efforts involving significant incidents, injuries, near misses, vehicle accidents, and operational events.
Partner with operational leadership to ensure timely implementation of corrective and preventive actions.
Promote employee involvement, leadership engagement, hazard recognition, and accountability at all organizational levels.
Remain current on regulatory developments, industry standards, and emerging risks affecting the business.
Provide leadership and oversight of Environmental, Health & Safety compliance programs and management systems.
Lead investigations involving serious injuries, fatalities, environmental incidents, vehicle accidents, regulatory matters, and other elevated-risk events.
Ensure corrective actions are appropriately developed, implemented, documented, and evaluated for effectiveness.
Maintain audit and assessment processes to verify compliance with regulatory requirements, customer expectations, and company standards.
Partner with Human Resources, Legal, Risk Management, insurance carriers, and third-party administrators regarding Workers' Compensation, General Liability, and Auto Liability matters.
Monitor changes in applicable laws, regulations, and industry practices and implement necessary program updates.
Support operational leaders in identifying, evaluating, and mitigating business risks associated with Environmental, Health & Safety matters.
Prepare reports, presentations, and recommendations for senior leadership regarding Environmental, Health & Safety performance and risk exposure.
Provide direct leadership, coaching, mentoring, and development to Environmental, Health & Safety leaders and professionals.
Establish clear performance expectations and accountability measures throughout the Environmental, Health & Safety function.
Build organizational capability through succession planning, workforce planning, leadership development, and talent assessment.
Develop and maintain a high-performing Environmental, Health & Safety organization capable of supporting business growth and operational excellence.
Promote collaboration, knowledge sharing, and professional development throughout the function.
Ensure resources are effectively aligned to support operational requirements and business priorities.
Partner with Operations leadership to support safe, compliant, and efficient execution of business activities.
Collaborate with Human Resources, Engineering, Finance, Commercial, Procurement, Information Technology, Risk Management, and other business functions to support Environmental, Health & Safety objectives.
Serve as the primary Environmental, Health & Safety advisor to Transco Rail Services leadership teams.
Provide guidance regarding Environmental, Health & Safety risks, regulatory obligations, incident prevention, and risk mitigation strategies.
Support acquisitions, business expansions, facility start-ups, customer initiatives, and operational changes through Environmental, Health & Safety planning and risk assessments.
Promote alignment and consistency of Environmental, Health & Safety expectations throughout all Transco Rail Services locations and departments.
Balance employee wellbeing, regulatory compliance, environmental stewardship, operational performance, customer requirements, and business objectives.
Directly supervises Director-level Environmental, Health & Safety leaders and other assigned Environmental, Health & Safety personnel.
Responsible for leadership, coaching, performance management, professional development, succession planning, organizational effectiveness, and workforce capability within the Environmental, Health & Safety function.
Establishes departmental priorities, goals, objectives, and performance expectations.
Supports collaboration between Environmental, Health & Safety personnel and operational leadership teams.
Promotes consistency, accountability, and disciplined execution across geographically dispersed operations.
Leads by example in safety, environmental stewardship, ethics, compliance, professional conduct, and continuous improvement.
