About The Position

This is an onsite role reporting to the Vice President of Audit and Risk. You will be accountable for the design, implementation, and ongoing operation of the enterprise compliance program. You will initially focus on establishing a robust compliance program aligned to Canada's Competition Act. Subsequently, you will expand to oversee a broader portfolio of regulatory and conduct obligations. The mandate is to build a scalable, risk-based compliance program that is embedded into business operations, enables effective decision-making, and supports sustainable organizational development. Enterprise Compliance Program Leadership Design, implement, and operate a scalable enterprise compliance framework, including policies, standards, controls, monitoring, and reporting. Establish and maintain a compliance risk universe and obligation inventory, ensuring a structured and risk-based approach to compliance across all departments. Embed compliance requirements into business processes, governance forums, and decision-making practices across retail, wholesale, and corporate functions. Define clear roles, responsibilities, and accountability for compliance obligations across the organization. Enhance the program to align with regulatory expectations, industry practices, and organizational development. Regulatory Initiative – Competition Act Lead the development and implementation of a Competition Act compliance program. Provide guidance on competition-related risks, including pricing practices, supplier relationships, marketing activities, and information sharing. Establish foundational controls, training, and monitoring to meet regulatory expectations. Transition ongoing oversight of competition compliance into the broader enterprise compliance framework as the program matures. Compliance Risk Management, Monitoring & Assurance Develop risk-based compliance monitoring and testing programs across multiple regulatory domains. Oversee issue identification, escalation, root cause analysis, and remediation, ensuring timely and sustainable resolution. Report on compliance issues, trends, and program effectiveness to senior leadership and governance committees. Coordinate with Internal Audit and Enterprise Risk Management to ensure alignment and minimize duplication of assurance activities. Training, Awareness & Culture Design and deliver targeted compliance training and awareness programs tailored to business-specific risks. Promote a culture of integrity, accountability, and proactive risk identification. Provide practical, business-oriented guidance to support compliant decision-making. EthicsMatter Whistleblower Program Lead our EthicsMatter Whistleblower (speak-up) program, ensuring it is accessible, confidential, and aligned with regulatory expectations. Oversee the intake, triage, and tracking of reports, ensuring timely assessment and appropriate routing to Compliance, Legal, HR, or Internal Audit. Establish and maintain investigation protocols and escalation thresholds, ensuring consistent, objective, and well-documented handling of all matters. Monitor investigations and outcomes to ensure quality, independence, and timely resolution, including root cause analysis and remediation tracking. Provide regular reporting to the VP, Ethics Oversight Committee, CEO on activity, themes, and program effectiveness. Safeguard confidentiality, non-retaliation and promote awareness and trust in the speak-up program. Stakeholder & Leadership Engagement Partner with Risk, Internal Audit, Legal, Procurement, Merchandising, Marketing, Wholesale and Retail Operations to drive consistent compliance outcomes. Influence senior leaders to balance commercial objectives with regulatory expectations and risk appetite. Support the VP, Audit & Risk in executive and board Audit & Risk Committee reporting. People Leadership & Team Development Lead and develop a well-respected compliance team. Set direction, priorities, and performance expectations aligned to enterprise risk and business objectives. Build team capability to operate across multiple compliance domains, balancing generalist and specialist expertise. Foster a collaborative, accountable, and performance-driven team culture. Manage resource planning, succession, and capability development to support program maturity.

Requirements

  • 10+ years of progressive senior level experience in compliance, legal, risk, or regulatory roles, with 5 years in a leadership role
  • Demonstrated experience designing and operating enterprise-wide compliance programs.
  • Experience managing multiple regulatory domains (e.g., regulatory compliance, competition, consumer protection, privacy, marketing conduct, public agency compliance).

Nice To Haves

  • 10+ years of progressive experience in compliance, legal, risk, or regulatory roles within a public sector, retail, wholesale, consumer goods, or similar business environments.
  • Experience with Canada’s Competition Act or competition law considerations.
  • Proven people leadership experience, including leading managers and professional staff.
  • Experience interacting with regulators, oversight bodies and external advisors is an asset.
