About The Position

Volunteers of America National Services (VOANS) is seeking a Senior Development Director, Affordable Housing. This role is responsible for leading a deal team in executing all functions of affordable housing development, with a focus on financial analysis, due diligence, policy research, site selection, entitlements, and overall management of the development team and process from inception through permanent loan conversion, 8609s, and handoff to asset management. This is a remote role.

Requirements

  • Bachelor’s degree required.
  • At least eight (8) years’ related experience and/or training; or equivalent combination of education and experience in affordable housing real estate development and housing finance.
  • Excellent project management skills and experience.
  • Ability to work independently and keep flexible hours.
  • Ability to travel is required, up to 15% of time.

Nice To Haves

  • Graduate degree preferred.
  • Experience having led project teams and closed at least one (1) LIHTC transactions preferred.

Responsibilities

  • Determine strategic direction in geographic target areas and specific opportunities.
  • Collaborate with VOA Affiliates to align housing development strategies with their goals.
  • Develop and maintain strategic relationships with elected officials, brokers, other developers, property owners, city staff, and other key stakeholders.
  • Research affordable housing policy and local funding sources.
  • Track market trends, comparable properties, competitive landscape, and local affordable housing dynamics.
  • Source land opportunities, recommend sites for development, and negotiate Letters of Intent/Purchase & Sale Agreements.
  • Lead internal teams and external consultants (architect, engineer, environment, market analysts) to complete due diligence, design, and permitting.
  • Perform financial analysis using Microsoft Excel.
  • Lead rezoning efforts to obtain entitlements.
  • Lead and complete financial applications for various funding sources (tax credits, tax-exempt bonds, project-based vouchers, CDBG funds, tax exemptions, local soft funds, etc.).
  • Engage and direct legal counsel in the formation of new entities, closing documents, board resolutions, and other documents.
  • Manage equity and debt relationships with external partners.
  • Prepare and present board applications to internal committees for project approvals.
  • Lead application and closing processes, including equity, debt, soft funds, and due diligence checklists.
  • Complete development close-out requirements through permanent loan conversion/8609s.
  • Lead responses to RFPs and RFQs.
  • Identify partnership opportunities with other developers/housing authorities.
  • Manage construction in conjunction with the Construction Manager/In-House Architect/Owner’s Representative.
  • Oversee construction loan, equity, and soft funding partner draws.
  • Provide direction and facilitate the transition from development to operations for interdepartmental teams.
  • Organize and execute groundbreaking and grand opening events.
  • Ensure funding compliance requirements are completed on time with accounting, asset management, and compliance teams.
