Senior Database Engineer

Resource Management Concepts, Inc.•Charleston, SC

About The Position

Resource Management Concepts, Inc. (RMC) is seeking a Senior Database Engineer with systems programming expertise and a strong background in database engineering. The role focuses on understanding database engines and core services internally, analyzing source code and network communications, and modifying software to meet mission requirements. The engineer will trace behavior through unfamiliar codebases and protocols, identify appropriate integration points for changes, and assess impacts across an integrated technology stack. This position is contingent on contract award and position availability. It is a full-time, on-site role at a Government facility in Charleston, South Carolina. The role typically requires 10 years of professional software engineering experience, a relevant bachelor’s degree, and an active TS/SCI clearance with the ability to obtain a CI polygraph. Prior Intelligence Community support experience is also required. The engineer will develop and maintain secure, scalable applications and services; work with systems programming languages and database technologies; support cloud deployments and infrastructure automation; and integrate identity, authentication, authorization, and Zero Trust capabilities. The position also involves collaboration with cybersecurity, infrastructure, data, and mission stakeholders, as well as producing software design, deployment, security, and operational documentation. Depth in systems programming and database engineering is more important than experience with every listed technology. RMC describes its culture as a small-company environment and emphasizes employee training, certification, education, and career growth. Benefits include tuition assistance, certifications, paid vacation, 11 paid federal holidays, healthcare plans, pet insurance, and a 401(k) package. Salary is determined by factors including location, education, skills, experience, and contract requirements.

Requirements

  • Bachelor’s degree in engineering, mathematics, Computer Science, IT, Information Systems, or a related quantitative field.
  • Typically 10 years of professional software engineering experience.
  • Active TS/SCI clearance with the ability to obtain a CI polygraph.
  • Prior Intelligence Community support experience.
  • Experience with PostgreSQL and Neo4j design, administration, optimization, and application integration.
  • Professional or academic experience with programming and Agile, DevOps, or DevSecOps.
  • Hands-on systems programming experience in C, C++, or Rust, and ability to learn additional languages.
  • Experience with OS interfaces, processes, IPC, concurrency, multithreading, synchronization, signals, and memory/resource management.
  • Experience with socket-based communications, database internals, network protocols, or comparable low-level code analysis.
  • Ability to trace unfamiliar code and assess performance, interoperability, concurrency, and security impacts.
  • Experience with relational database design, SQL, query optimization, and access controls, and understanding of graph databases.
  • Experience with infrastructure automation and cloud deployments.
  • Experience with OIDC, authentication, authorization, and Zero Trust components (PDP, PAP, PIP, PEP).
  • Strong troubleshooting, documentation, and collaboration skills.
  • Agile Developer or Certified Scrum Developer certification.
  • Security+ or higher-level cybersecurity certification.

Nice To Haves

  • Master’s degree in a related quantitative field.
  • Experience with packet analysis, binary formats, protocol parsers, or database client/engine modifications.
  • Experience with Terraform and Ansible for provisioning, configuration, and deployment.
  • Experience with AWS/GovCloud, Kubernetes, OpenShift, and DoD IL5 environments.
  • Experience with PingFederate, Keycloak, Radiant Logic, SailPoint, Secret Server, or Okta; identity-provider migrations and related code changes.
  • Experience with PKI, certificate/key management, validation, and cryptographic integrations.
  • Experience integrating PKCS #11 with cryptographic tokens, HSMs, or secure key storage.
  • Cryptographic implementation, evaluation, or integration experience, including ML-KEM.
  • Experience with TDF, Go-based security services, enterprise integration, or Protocol Buffers.

Responsibilities

  • Develop, maintain, test, and deploy secure, scalable applications and services using languages such as C, C++, Rust, Go, Java, Python, or Node.js.
  • Apply systems programming principles, particularly in C, C++, and Rust, to develop performant and reliable software components.
  • Develop software supporting process creation, monitoring, control, and inter-process communication.
  • Build concurrent and multithreaded applications using appropriate synchronization, signal handling, memory management, and resource-control techniques.
  • Design, implement, and troubleshoot networked applications using sockets, client-server architectures, and applicable network protocols.
  • Analyze database engine source code, communication protocols, request and response formats, serialization, and packet layouts to support development and integration.
  • Trace requests through database engine code to identify processing logic, integration points, and the effects of proposed modifications.
  • Develop relational data-storage solutions using SQL, including data modeling, query development, performance tuning, and access control.
  • Develop and integrate graph database solutions for relationship-based data modeling, analysis, and retrieval.
  • Work across relational databases, graph databases, object storage, and search/indexing engines, including PostgreSQL, Redis, RxDB, Neo4j, Amazon S3, and Elasticsearch.
  • Refactor and modernize existing services, including transitioning functionality from Python to other implementation languages where appropriate.
  • Develop and maintain Infrastructure as Code to provision, configure, and manage infrastructure through repeatable, version-controlled workflows.
  • Deploy, monitor, and troubleshoot cloud-hosted software and its compute, storage, networking, identity, and security dependencies.
  • Integrate applications with identity providers to support authentication, authorization, federation, single sign-on, and identity-aware access control.
  • Implement OpenID Connect integrations, including token validation, claims processing, client registration, redirect flows, session management, and secure API access.
  • Incorporate Zero Trust Architecture principles into software designs, including interactions among policy decision, administration, information, and enforcement components.
  • Collaborate with cybersecurity, infrastructure, data, and mission stakeholders to integrate security controls, cryptographic protections, logging, monitoring, and auditability throughout the software development lifecycle.
  • Produce and maintain software designs, interface specifications, deployment procedures, configuration baselines, security implementation details, and operational support materials.
