About The Position

The Texas Health and Human Services Commission (HHSC) is seeking an experienced Senior Database Administrator III to support mission-critical enterprise applications hosted on Azure and AWS cloud platforms. The selected candidate will be responsible for administering, optimizing, securing, and maintaining enterprise databases while supporting cloud migration initiatives, Oracle-to-Azure SQL conversions, and high-availability database environments. This role requires strong expertise in Oracle Database Administration, Microsoft SQL Server, Azure SQL, database performance tuning, disaster recovery, data migration, and Agile software development. The Database Administrator will work closely with Java development teams, solution architects, and DevOps engineers to ensure high-performing, secure, and scalable database solutions.

Requirements

10+ years of professional database administration experience.
8+ years administering Oracle and Microsoft SQL Server databases.
Extensive experience with Oracle Database Administration
Extensive experience with Microsoft SQL Server Relational Database Management Systems (RDBMS)
Extensive experience with Database architecture and design
Extensive experience with Database performance tuning
Extensive experience with Query optimization
Extensive experience with Database security
Extensive experience with Backup and recovery
Extensive experience with Disaster Recovery (DR)
Extensive experience with High Availability (HA)
Experience designing enterprise-level database solutions.
Experience creating technical and functional design documentation.
Strong understanding of Software Development Life Cycle (SDLC).
Experience working in Agile/Scrum environments.
Experience supporting multi-tier enterprise applications, SOA, and Microservices architectures.
Experience with Microsoft Azure cloud services.
Azure SQL Database administration.
ETL development and data migration into Azure SQL.
DevOps experience using Git and CI/CD pipelines.
Java/J2EE enterprise application experience.
Experience with large-volume databases.

Responsibilities

Administer enterprise Oracle and Microsoft SQL Server databases.
Design, develop, and maintain logical and physical database models.
Perform Oracle to Azure SQL database migrations and conversions.
Convert Oracle Stored Procedures and Functions to Azure SQL.
Monitor database performance and perform advanced performance tuning.
Configure indexing, partitioning, optimization, and query tuning.
Implement backup, recovery, disaster recovery, and high-availability solutions.
Install, configure, patch, and upgrade database environments.
Manage database security, user access, encryption, and auditing.
Support data migration, ETL processes, and large-scale database conversions.
Develop monitoring solutions for database health, capacity, and performance.
Work within Agile Scrum teams supporting enterprise Java applications.
Collaborate with developers, architects, and infrastructure teams on application deployments.
Create technical documentation, database standards, and operational procedures.
Troubleshoot production database issues and recommend long-term improvements.
