About The Position

The NYC Department of Consumer and Worker Protection (DCWP) protects and enhances the daily economic lives of New Yorkers. DCWP licenses nearly 45,000 businesses in more than 40 industries and enforces key consumer protection and workplace laws. The Research and Analytics Division (RAD) performs economic analysis, produces research, provides data science support, analyzes agency operations, and fulfills reporting functions. RAD is seeking a Senior Data Scientist to play a key role in enforcing DCWP’s laws. The Senior Data Scientist will collaborate with Investigators and Attorneys to develop and implement strategies for data discovery, collection, and analysis related to compliance with worker and consumer protection laws. This role involves using data to identify violations, assess claims, calculate relief and penalties, and guide evidence collection. The Senior Data Scientist will also help create systems for automating and standardizing data processes, ensuring New Yorkers access their legal protections. DCWP is a leader in research and analytics, and this position offers an opportunity to join a growing team and further develop the agency’s data capabilities.

Requirements

  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to a Master's degree with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '3' above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above.

Nice To Haves

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.

Responsibilities

  • Working with investigators and attorneys to identify the data necessary to evaluate compliance with NYC worker and consumer protection laws;
  • Communicating with business’ counsel and technical staff to ensure delivery of responsive data, along with information necessary for its interpretation;
  • Developing and using appropriate data analysis tools to describe business practices, identify key witnesses, and calculate damages;
  • Assessing how DCWP uses data in its investigations and litigation and recommending and implementing improvements;
  • Recommending changes to laws, rules, and agency guidance to the extent they may relate to any of the functions described above;
  • Assisting with other aspects of DCWP’s work, including analysis of economic data and process design and automation.
