About The Position

The Alberta Public Service works to build a stronger province for current and future generations. The Ministry of Jobs, Economy, Trade and Immigration is responsible for leading efforts to grow Alberta’s economy by supporting Alberta’s entrepreneurs and employers, promoting trade and investment, helping attract, recruit and retain skilled workers, and promoting safe, fair and healthy workplaces. The Agreements and Analytics unit is responsible for the amendment, reporting and maintenance of labour market agreements and evaluations, outcomes and analysis of programs and strategies. The Agreements and Analytics unit is responsible for the reporting, analysis, evaluation, and performance measurement of employment and training programs, services, and initiatives supported through Labour Market Transfer Agreements (LMTAs). Reporting to the Manager, Program Analytics, the Senior Analyst plays a key role in planning, designing, and implementing analytics, monitoring, and evaluation activities that support evidence-based decision-making and inform program, policy, and service improvements. This position provides expert advice on data collection and analysis, data visualization, performance measurement, and evaluation methodologies while working closely with stakeholders across the Ministry, other Government of Alberta ministries, the Government of Canada, and external partners. The Senior Analyst leads and supports strategic reporting and evaluation projects, contributes to compliance of provincial and federal reporting requirements, develops outcome measurement frameworks, and promotes the use of analytical and evaluative information to achieve positive outcomes for Albertans and the labour market. Strong stakeholder engagement, collaboration, and relationship-building skills are essential to success in this role.

Requirements

University graduation in a related field (Statistics, Data Science, Mathematics, or a closely related field) plus 4 years progressively responsible related experience; or equivalent as described below.
Experience in program evaluation, performance measurement, analytics, or applied research.
Experience in data analysis, statistical modelling, and research within a policy or program environment
Experience with programming or data tools such as Python, SQL, R, or similar.
Strong analytical skills with the ability to interpret quantitative and qualitative data.
Experience developing evaluation frameworks, logic models, and performance indicators.
Strong project management and organizational skills with the ability to manage multiple priorities.
Excellent written and verbal communication skills, including preparing reports, briefings, and presentations.
Strong stakeholder engagement and relationship-building skills.
Experience using data analysis, reporting, and visualization tools.
Ability to provide evidence-based recommendations and support decision-making.

Nice To Haves

Experience with Labour Market Transfer Agreements (LMTAs), employment and training programs, or workforce development initiatives.
Knowledge of program evaluation, outcomes measurement, and data governance practices.
Experience managing evaluation contracts or external consultants.
Experience working across ministries, governments, or with federal partners such as Employment and Social Development Canada (ESDC).
Experience with business intelligence and data visualization tools (e.g., Power BI, Tableau).
Knowledge of Alberta's labour market, public policy, and government reporting requirements.

Responsibilities

Lead analytics and reporting projects to support departmental, cross-ministry, and intergovernmental priorities.
Analyze data and provide insights, reports, and visualizations to inform decision-making.
Manage and enhance LMTA reporting databases, ensuring data quality, compliance, and accurate reporting.
Provide guidance on data governance, reporting processes, and analytics best practices.
Lead and support program evaluations, including evaluation plans, logic models, performance measures, and data collection activities.
Conduct analysis and present findings through reports, briefings, presentations, and other stakeholder-focused products.
Identify evaluation needs and recommend approaches to address gaps and improve outcomes.
Manage analytics and evaluation projects to ensure timely delivery of high-quality results.
Monitor project progress, coordinate stakeholders, and manage evaluation-related contracts and activities.
Build collaborative relationships with internal and external partners, including GOA ministries, federal departments, and agencies.
Lead and support cross-ministry and intergovernmental working groups and initiatives.
Collaborate with federal partners, including Employment and Social Development Canada (ESDC), to support shared objectives.
Prepare briefings, reports, presentations, and correspondence for a range of audiences.
Keep leadership informed of emerging issues, risks, progress, and results.
Communicate complex information clearly to support evidence-based decision-making.
