About The Position

Emerge Solutions Group, LLC, is seeking a Data Analyst to support the Defense Health Agency HIV/AIDS Prevention Program (DHAPP). DHAPP is a key contributor to the President's Emergency Plan for AIDS Relief (PEPFAR), focusing on global HIV/AIDS prevention, care, treatment, and support programs. This role will also support the Interagency Collaborative for Program Improvement (ICPI) by providing analytical and evaluative support to enhance the effectiveness, quality, and efficiency of PEPFAR programs and initiatives. The Data Analyst will be based at DHAPP headquarters in San Diego, California, working full-time as part of the ICPI team. The position involves data analysis, program evaluation, interagency coordination, and reporting to support both headquarters and field operations. Veterans are encouraged to apply.

Requirements

  • Advanced knowledge of data management, analysis, monitoring, reporting, and evaluation methodologies.
  • Experience working with large public health datasets and multiple data sources.
  • Proficiency with advanced statistical software, including R, SAS, and SPSS.
  • Experience with GIS software and spatial data analysis.
  • Knowledge of statistical methodologies used within public health and health sciences.
  • Ability to merge, clean, validate, and analyze data from diverse sources.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Ability to communicate complex statistical and technical information to public health professionals and program staff.
  • Experience preparing professional reports, briefing documents, and technical correspondence.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Ability to work independently while collaborating effectively within a diverse team environment.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines simultaneously.
  • Flexibility and adaptability in responding to changing program requirements and timelines.
  • Master's degree in Public Health, Computer Science, or a related field preferred; Bachelor's degree in Public Health, Computer Science, or related field required.
  • Minimum two (2) years of experience in international health, health sciences, HIV/AIDS programs, public health analytics, or related fields.
  • Prior experience supporting a U.S. Government agency, military organization, or international health organization preferred.
  • Experience manipulating and analyzing large public health datasets required.
  • Experience with advanced statistical software packages (R, SAS, SPSS) required.
  • Experience with GIS software required.
  • Ability to prepare professional reports and technical documentation with minimal editorial review.
  • Excellent written and verbal communication skills.
  • Ability to obtain and maintain a Secret Clearance.
  • Willingness and ability to travel domestically and internationally as required.
  • Ability to work independently with minimal supervision while meeting established deadlines.
  • Demonstrated flexibility in supporting evolving program requirements and mission needs.

Responsibilities

  • Access, manage, analyze, and visualize data from multiple PEPFAR and DHAPP data systems.
  • Participate in ICPI and DHAPP workstreams supporting headquarters and field-level program implementation and evaluation.
  • Attend weekly ICPI meetings and collaborate with interagency partners to support program improvement initiatives.
  • Access, combine, clean, organize, validate, and document datasets for evaluation and reporting purposes.
  • Develop, modify, and maintain software, scripts, and analytical tools used to perform data analysis and generate routine and ad hoc reports.
  • Provide technical support and guidance regarding data interpretation and analytical findings.
  • Support military-specific analyses by accessing and analyzing DHAPP data not available through non-DoD resources.
  • Participate in weekly DHAPP Strategic Information meetings and DHAPP staff meetings.
  • Assist in developing and coordinating DoD-specific planning and reporting tools in collaboration with OGAC and ICPI.
  • Coordinate communication between ICPI and DHAPP, including scheduling meetings, arranging conference calls and webinars, and documenting meeting notes and action items.
  • Prepare briefing materials, technical reports, progress reports, correspondence, and other program documentation.
  • Support monitoring, evaluation, and reporting activities related to global HIV/AIDS prevention, care, treatment, and support programs.
  • Perform additional analytical and program support duties as assigned.
