About The Position

The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The mission of the BHHS HIV program is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities, and combat stigma. The HIV Epidemiology Program (HEP) in BHHS is responsible for monitoring trends in the HIV epidemic in NYC and helping develop programming to improve outcomes among people living with and at risk for HIV based on the latest information about the distribution and demographics of HIV in NYC. The Surveillance Unit is responsible for data collection, management, and analyses of the HIV surveillance registry, including case identification. NYC has a large and diverse HIV epidemic, and programming and analyses of data from HEP inform HIV-related public health policy at the local, state, and national levels. The Surveillance Unit is looking for a Senior Data Analyst to lead the pediatric and perinatal HIV Surveillance team and support the activities of various HIV Surveillance projects.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • Three years of responsible full-time research experience in the appropriate field of specialization (if appointed to Assignment Level II or above with a Master's degree).
  • At least two years of experience described in '2' above (if appointed to Assignment Level II or above and education/experience is equivalent to doctorate degree requirements).
  • Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above (if appointed to Assignment Level II or above).
  • Excellent analytic skills, including expertise in SAS, Excel, Access, and PowerPoint.
  • Experience programmatically creating routine reports for distribution.
  • Experience in managing, cleaning and analyzing large surveillance and/or research datasets and understanding of complex surveillance and epidemiologic monitoring systems.
  • Excellent interpersonal, research, written and verbal communication skills.
  • Detailed oriented with outstanding organizational skills, and able to multitask in a fast-paced, high-volume environment.
  • Able to interpret quantitative data, read, interpret and synthesize epidemiologic and other scientific literature, and be able to prepare presentations for diverse audiences.
  • Demonstrate ability to work with a diverse staff of epidemiologists, analysts and public health advisors.

Nice To Haves

  • Master's level degree in public health or related field is required.
  • Have familiarity with the NYC surveillance system and/or similar system of other large jurisdiction(s).

Responsibilities

  • Serve as Team Lead for Pediatric/Perinatal HIV surveillance by supervising the Pediatric/Perinatal surveillance team.
  • Develop, maintain and enforce protocols for pediatric surveillance data collection and management.
  • Develop protocols for high-risk pregnancy investigation and participate in case conferencing.
  • Oversee general maintenance and efforts to improve quality of the pediatric surveillance and provider databases.
  • Update surveillance forms and databases as needed.
  • Oversee QA activities related to pediatric and perinatal surveillance.
  • Perform analyses of peds data and oversee dissemination of information on pediatric and perinatal HIV in NYC.
  • Actively participate in and contribute to stakeholder meetings – NYS, CDC, NYC medical providers.
  • Represent NYC in meetings with NYS regarding investigations of interest and importance.
  • Lead Pediatric / Perinatal Data Modernization Project.
  • Lead Fetal Infant Mortality Review Coordination.
  • Complete matches with Health Department registries.
  • Develop SAS programs to utilize HIV Surveillance System data and other internal data sources, including matching, merging, and cleaning data to create assignment lists.
  • Carry out routine functions of data management such as data monitoring and quality assurance.
  • Document, communicate, and resolve data quality assurance/quality control issues.
  • Conduct analyses of HIV surveillance and research data for routine and special data requests, routine surveillance and progress reports, and related activities.
  • Contribute to the maintenance, review and update of the surveillance databases, protocols and standard operating procedures.
  • Create and Maintain SAS programs and data dictionaries for data collection forms.
  • Provide reports and data visualizations for internal and external stakeholders.
  • Address data requests.
  • Create program tables, slide sets, and assist in preparing analytical datasets.
  • Prepare and contribute to abstracts, manuscripts, and presentations for scientific conferences and peer-reviewed journals.
  • Deliver oral presentations of epidemiologic and operational analyses to diverse audiences, both scientific and non-scientific.
