Hiring Range: $94,000.00 - $99,900.00 annually This position has an anticipated work schedule of Monday – Friday, with flexible hours between 8:00 a.m. and 5:00 p.m. Schedule is subject to change. This senior-level position is responsible for analyzing, evaluating, documenting, and delivering on data requirements, as well as maintaining, analyzing, and transforming data into insights to guide strategy and inform program data, data systems, and software decisions, including data sourced from on-premises and cloud-based platforms. Responsible for establishing data standards and modeling practices. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function. This position may be subject to grant funding.

Requirements

  • High school diploma or equivalent education.
  • Five years of data collection, synthesis, or analysis experience, including working with databases or statistical software.
  • Experience with SQL or other data query languages.
  • Experience with data integration tools, scripting languages, or data management within databases or cloud-based platforms.
  • Experience with data visualization tools, such as Power BI.
  • Working knowledge of data integration processes, including ETL and ELT patterns, data transformation, data quality, and data profiling, as well as data pipeline development and orchestration.
  • Knowledge of Microsoft Office 365 and the Microsoft Power Platform.
  • Knowledge of statistical analyses, datasets, and associated software such as SAS, R, Python, or comparable cloud data environments.
  • Knowledge of agile project management methods.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner, frequently under deadline pressure.
  • Knowledge of data integration methods, including working with application programming interfaces (APIs) and external data services.
  • Familiarity with cloud-based data platforms and services (e.g., Azure, Snowflake, Google BigQuery, or similar environments).
  • Familiarity with data architecture, storage, archiving, lineage, and impact analysis.
  • Excellent analytical skills, including the ability to quickly and accurately wrangle, analyze and interpret data, identify and define data integrity issues, and make recommendations for resolution.
  • Familiarity with business process modeling.
  • Project management understanding of project scopes, project schedules, budgets, and resource allocation for on-time, on-budget projects.
  • Skilled in writing and maintaining accurate records, reports, and plans to meet management objectives.
  • Excellent facilitation and conflict management skills.
  • Must have excellent interpersonal and communication skills with both technical and non-technical audiences.
  • Ability to provide excellent customer service.
  • Must possess a high level of professionalism and integrity to handle sensitive and confidential situations and information.

  • Experience with data/information lifecycle management and governance, metadata management, information classification, data quality, data usage, data analysis, document management, privacy, and information security.
  • Must obtain and maintain necessary certifications/licenses as applicable to position.
  • If assigned to the Digital, Strategy, & Technology Department: Must obtain and maintain Criminal Justice Information System (CJIS) Compliance within six months of employment based on regular access to the Sheriff's Office buildings, systems, and/or networks.

Responsibilities

  • Develops complex SQL queries and stored procedures, as well as queries and transformations across relational and cloud-based data platforms and services, for data analysis, quality control, data integrity, and reporting datasets.
  • Designs, develops, and maintains data pipelines and data integration workflows to support data ingestion, transformation, and delivery from a variety of sources, including databases, APIs, and cloud-based platforms.
  • Develops, enhances, and maintains reports and visualizations using Power BI and other Microsoft-based applications.
  • Performs a variety of research, analysis, design, testing, integration, maintenance, support, and troubleshooting tasks.
  • Collects, analyzes, interprets, and summarizes novel data from multiple sources, including databases, application interfaces (APIs), and cloud-based data services, and incorporates new attributes into new or existing datasets for reporting and visualization.
  • Develops and serves as a subject matter expert regarding data management practices and contributes to increasing the data maturity by providing guidance and hands-on support.
  • Responsible for leading and facilitating interview sessions with technical and business stakeholders to understand and document application, data, and reporting requirements.
  • Guides stakeholders through data harmonization activities to enhance the quality and utility of business data.
  • Communicates summary analysis and findings to stakeholders, both internal and external.
  • Performs daily data quality control and integrity checks and makes recommendations for automation opportunities.
  • Identifies, recommends, and implements process optimization programs using best practice methodologies.
  • Facilitates automation efforts by developing and deploying minor applications, scripts, or workflows to support data processing and pipeline orchestration and to complement existing line-of-business applications.
  • Conducts and supports data profiling activities in relation to data quality assessment and metadata analysis.
  • Develops and manages the enterprise data dictionary by recording data attributes and associated metadata to increase the understanding and utility of data.
  • Establishes and applies data standards and documentation.
  • Establishes and applies data modeling practices and data architecture options; provides guidance and support to stakeholders.
  • Supports new enterprise-level information management capabilities and related change efforts.
  • Coordinates with internal service providers and end users to ensure technical compatibility and user satisfaction.
  • Works directly with third-party vendors to coordinate release upgrades, resolve system failures, and define specifications for new system features.
  • Performs project management activities, including project plan development, status tracking, and coordination of teams.
  • Creates non-technical summaries and other materials to assist in the communication of project efforts and outcomes.
  • Provides reporting assistance and technical training to non-technical end-users.
  • Drives product adoption and ensures a positive user experience and understanding by hosting product user groups and facilitating product-related knowledge-sharing.
  • Understands the strategic importance and value proposition of assigned products and seeks to position products to maximize customer value.
