About The Position

Sabre Systems is seeking a Senior Cybersecurity Solutions Engineer/Program Manager to oversee contractor activities for a new program and provide advanced expertise in maritime operational technology and industrial control systems (OT/ICS) cybersecurity. The role is accountable for program quality, performance, deliverable accuracy and traceability, and communication with the Contracting Officer’s Representative (COR). It combines federal program and project management with technical review of cybersecurity plans, waiver requests, and equivalency submissions. The position leads a distributed review team through subordinate managers and technical personnel, assigning and prioritizing work, planning capacity, and overseeing quality assurance. It uses workflow systems, case management tools, throughput tracking, and quality management practices to support high-volume regulatory reviews, and provides the COR with status information and comprehensive reporting on workload, aging, staffing changes, issues, and trends. The role conducts and supports technical assessments of OT/ICS cybersecurity equivalency requests, plans, and complex or novel waivers. It evaluates regulatory requirements, proposed alternative safeguards, evidence, and security effectiveness; prepares preliminary recommendations and signature-ready correspondence; and serves as an escalation point and subject matter expert for maritime OT/ICS cybersecurity. The position also delivers internal training on maritime OT/ICS cybersecurity and review methodologies. The job is hybrid in the National Capital Region, with on-site presence required for classified work and occasional CONUS travel. Candidates must be U.S. citizens and hold an active DoD Secret clearance or higher. The stated salary range is $175,000–$200,000.

Requirements

  • Bachelor’s degree from an accredited university; a technical degree is preferred. Equivalent OT/ICS experience may substitute for the subject matter expert component.
  • At least 8 years of hands-on OT/ICS cybersecurity experience applying frameworks such as NIST CSF and ISA/IEC 62443.
  • At least 4 years of project management experience, including leadership, throughput management, quality oversight, and deliverable coordination on U.S. Federal Government projects.
  • Expert understanding of OT network architecture, segmentation, industrial protocols, and maritime operational systems.
  • Demonstrated experience evaluating OT/ICS cybersecurity designs and regulatory compliance.
  • Experience managing high-volume regulatory or technical review operations using workflow tools and analytics.
  • At least one cybersecurity certification satisfying DoD 8140 SC-A requirements, such as CISSP, CISA, or CISM.
  • At least one advanced OT cybersecurity certification, such as GICSP.
  • Active DoD Secret clearance or higher.
  • U.S. citizenship.
  • Strong proficiency in OT/ICS network architecture, segmentation methods, and security control design.
  • Strong proficiency with industrial and maritime protocols including Modbus, DNP3, OPC UA, and NMEA 0183/2000.
  • Knowledge of maritime operational systems including ECDIS, AIS, GNSS, cargo and ballast systems, terminal operating systems, cranes, and facility automation.
  • Ability to apply NIST CSF, NIST SP 800-series guidance, and ISA/IEC 62443 standards to operational environments.
  • Proficiency with high-volume workflow management, throughput monitoring, aging analysis, and quality control practices for technical and regulatory review programs.

Nice To Haves

  • Experience supporting maritime cybersecurity programs, Alternative Security Programs (ASPs), DHS, or U.S. Coast Guard operations.
  • PMP certification.
  • Additional OT/ICS cybersecurity certifications, such as GRID, GCIP, or ISA/IEC 62443 credentials.
  • Experience managing fully remote and onsite teams of ten or more.
  • Additional cybersecurity certifications such as CISSP, CISA, or CGRC, if not already counted toward minimum requirements.

Responsibilities

  • Serve as the primary point of contact to the COR and ensure deliverables are accurate, complete, and traceable.
  • Lead and coordinate a distributed review team through subordinate managers and technical personnel; direct workload assignment, prioritization, capacity planning, and quality assurance.
  • Maintain a status summary for the COR and provide comprehensive reports covering workload metrics, aging reports, staffing changes, issues, and observed trends.
  • Use workflow systems, case management tools, throughput tracking, and quality management practices in a high-volume regulatory review environment.
  • Review cybersecurity equivalency requests to verify identification of regulatory requirements, adequacy of proposed alternative safeguards, and sufficiency of supporting evidence.
  • Evaluate whether proposed alternatives meet or exceed required security effectiveness and produce technically sound, complete, and traceable analyses.
  • Apply Government-provided methodologies, checklists, process guides, and decision matrices to develop preliminary recommendations of Approve, Approve with Conditions, or Deny.
  • Draft signature-ready correspondence summarizing technical justification, findings, and recommended conditions.
  • Support technical assessment of complex or novel waiver requests and cybersecurity plans.
  • Provide subject matter expert support and serve as an escalation point for OT/ICS cybersecurity questions.
  • Deliver internal training on maritime OT/ICS cybersecurity and review methodologies.
  • Oversee contractor activities for a new program and maintain accountability for program quality, performance, and COR communications.
