About The Position

The Senior Credit Analyst is responsible for performing complex financial analysis and risk assessments to evaluate the creditworthiness of existing and prospective clients, including, but not limited to state and local governments, public authorities, and related municipal entities. This role provides strategic insights to support sound lending and investment decisions and contributes to the development of credit policies and municipal credit strategies. The analyst serves as a subject matter expert on public sector finance, debt structures, and macroeconomic trends affecting the municipal credit landscape. The Senior Credit Analyst also plays a key role in maintaining portfolio quality and ensuring alignment with the Bank’s risk appetite.

Requirements

  • Bachelor’s degree in Finance, Accounting, Public Administration, Economics, Accounting, or a related field required
  • 5–7 years of experience in commercial banking credit analysis, preferably with an emphasis on municipal credit analysis, public finance, or fixed income research.
  • Strong understanding of credit principles, lending regulations, financial markets, municipal bond structures, credit enhancement mechanisms, and relevant regulatory frameworks.
  • Advanced proficiency in financial modeling, credit risk analytics, and ratio interpretation for commercial businesses and government entities.
  • Strong grasp of fiscal management principles, intergovernmental funding, and debt affordability analysis.
  • Strong analytical mindset with attention to policy, legal covenants, and market dynamics.
  • Strong analytical, quantitative, and problem-solving skills.
  • Excellent communication and presentation abilities, with experience writing formal credit memos.
  • Proficiency with financial analysis tools and systems, including software such as nCino
  • Ability to manage multiple priorities in a fast-paced environment with minimal supervision.

  • Master’s degree in Business Administration, Public Administration or Finance preferred.

Responsibilities

  • Perform comprehensive credit analysis including financial statement analysis, cash flow modeling, and ratio analysis of corporate; commercial; institutional clients and municipal issuers; including states, cities, counties, school districts, utilities, transportation authorities, and special purpose districts.
  • Assess the credit risk of loan requests, renewals, and modifications, providing written recommendations to management or credit committees.
  • Evaluate financial statements, debt service coverage, revenue sources, budget performance, and long-term liabilities.
  • Monitor assigned credits for ongoing performance, covenant compliance, and material events affecting creditworthiness.
  • Identify early warning signs, assess changes in credit quality, and recommend appropriate risk mitigation actions.
  • Participate in internal audits, compliance reviews, and regulatory reporting as required.
  • Assess the impact of economic, demographic, and political trends on municipal credit risk.
  • Collaborate with relationship managers, portfolio managers, underwriters, legal counsel and senior management to structure credit facilities that balance customer needs and the Bank’s risk parameters.
  • Stay current with market trends, industry performance, and macroeconomic factors that may impact credit risk exposure.
  • Closely adhere to the Bank's Information Security policies and procedures, ensuring that the handling, processing, and storage of all customer and confidential or proprietary bank information are done in a secure manner and environment.
  • Assures compliance with all Bank policies, procedures and processes and all applicable state and federal banking laws, rules and regulations; adheres to Bank Secrecy Act (BSA) responsibilities specific to the position.
  • Adherence to bank policies and procedures designed to comply with Federal regulations, including but not limited to the Bank Secrecy Act, USA Patriot Act and OFAC regulations.
