About The Position

This position supports the Emergency Post-Hurricane Lowell Facility Damage Assessment at PMRF Barking Sands, and several remote sites in Kauai. Operating under a NAVFAC Pacific Command solicitation, the purpose of this immediate-action contract phase is to evaluate damage from Hurricane Lowell with 92 MPH gusts and 17 inches of rain across multiple facilities, and miles of fencing. On-ground assessment duration is short: deployment imminent. Special conditions include strict federal base access approvals (DBIDS), entirely contractor-furnished logistics (post-storm environment), and air-freighted field operations with no initial barge dependencies. All logistics and accommodations provided.

Requirements

  • Certified Cost Professional (CCP) or Certified Professional Estimator (CPE) designation.
  • Minimum of 7 years' experience developing federal facility FFP repair scopes utilizing RSMeans or specialized Department of Defense pricing databases.
  • Proficient utilizing NAVFAC cost estimating tools, UFC 3-740-05, and building defensible line-item cost estimates matching Navy contract structures.
  • Expert capability in processing emergency takeoffs under tight limits, estimating localized high-cost Hawaiian remote labor rates and projecting post-disaster material supply-chain escalations.

Responsibilities

  • Integrates with the assessment team to immediately convert on-the-ground engineering findings and material takeoffs into defensible cost models.
  • Manages cost capture by CLIN from day one to support the joint-scoping session baseline with the COR.
  • Remains on contract through the joint-scoping period to build the final Firm-Fixed-Price (FFP) repair proposal within the task order's ceiling.
