About The Position

Constellation West is seeking a Senior Cost Analyst to assist in the planning, developing, and maintaining spending plans. This role involves performing cost estimation and analysis using various techniques to support the development of life-cycle cost estimates, independent cost estimates, and other financial analyses. The analyst will also analyze the impact of budget revisions, develop life cycle cost analyses for the MARS Program, and provide support to functional leads in developing program documentation. This position requires a thorough knowledge of DoD/IC estimating, pricing, budgeting, forecasting, and analysis, along with strong analytical skills and business acumen. Expertise with Excel, risk analysis tools, regression analysis, and statistical software packages is essential. The role involves working with Planning, Programming, Budget, and Execution System processes to support the MARS Program by gathering, maintaining, reviewing, and analyzing program and budget data.

Requirements

  • Bachelor's degree desired.
  • Ten (10) years minimum relevant work experience with the Department of Defense (DoD) or Intelligence Community (IC).
  • Thorough knowledge of DoD/IC estimating, pricing, budgeting, forecasting, and analysis.
  • Experience analyzing and substantiating cost/price models and technical requirements.
  • Strong analytical skills.
  • Cost understanding of cost and non-data.
  • Sound business acumen.
  • Expert with Excel, risk analysis tools, regression analysis, and statistical software packages (i.e., SAS, SPSS, and Stata).
  • TOP SECRET clearance/Sensitive Compartmentalized Information (SCI) eligibility with Counterintelligence (CI) Polygraph.

Nice To Haves

  • Foreign Military Sales (FMS) experience.
  • Professional certification desired.

Responsibilities

  • Assist in the planning, developing, and maintaining spending plans, including budget, financial status, charts, briefings, schedules, progress reports, and related documentation.
  • Perform cost estimation and/or analysis using a variety of techniques (i.e., modeling, parametric analysis, engineering estimates, learning curve, risk analysis, and cost estimating relationships) to assist in the development of life-cycle cost estimates, independent cost estimates, PMS estimates, total ownership costs, and/or enterprise agreements.
  • Analyze the impact of budget revisions and recommend courses of action to minimize adverse effects on program execution.
  • Develop, maintain, and conduct life cycle cost analyses and estimates in support of the MARS Program.
  • Perform comprehensive cost analysis and modeling supporting acquisition requirements.
  • Provide independent analysis of requirements.
  • Use and correctly apply appropriate cost estimating methodologies.
  • Develop logical cost estimates that are defensible and supportable.
  • Provide support to functional leads to develop work statements, requirement documents, program schedules, and standard operating procedures (SOP).
  • Involve with Planning, Programming, Budget, and Execution System processes to support the MARS Program by gathering, maintaining, reviewing, and analyzing program and budget data.
  • Support the establishment of the required funding, schedule, performance, and supportability requirements throughout the acquisition life-cycle.
