Senior Cost Analyst

Parsons•Houston, TX

About The Position

Parsons is seeking a Senior Cost Analyst to join its Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. The program will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and associated infrastructure through a high-profile Progressive Design-Build program. The position works alongside government leaders, military stakeholders, designers, and contractors to manage risk, protect the government’s interests, and support successful program delivery. The Senior Cost Analyst serves as the Owner’s Advisor’s independent commercial and cost-management resource for the METC program, providing AFCEC with decision-grade validation of Design-Builder pricing, GMP development, contingency, escalation, allowances, change exposure, and commercial risk through design, procurement, modular fabrication, construction, commissioning, and closeout.

Requirements

  • Bachelor’s degree in engineering, construction management, architecture, quantity surveying, finance, business, or a related discipline.
  • 10+ years of progressively responsible estimating, cost engineering, commercial management, or construction cost-control experience.
  • Demonstrated experience developing or independently reviewing GMPs, design-build pricing, open-book estimates, subcontractor bid packages, and major construction change proposals.
  • Demonstrated ability to analyze contingency, escalation, allowances, general conditions, fee, procurement risk, and cost uncertainty.
  • Ability to independently challenge contractor assumptions and clearly communicate findings to senior Government and program leadership.
  • Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
  • Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
  • Ability to maintain a one-team mentality among stakeholders.

Nice To Haves

  • Experience supporting DoD, USACE, AFCEC, GSA, DOE, or other federal owner organizations.
  • Experience with modular, volumetric, prefabricated, or DfMA-based construction.
  • Familiarity with RSMeans, MCACES/MII, Primavera P6, Kahua or comparable PMIS platforms, and construction cost databases.
  • Experience supporting accelerated design-build programs where GMP development occurs concurrently with design advancement and early procurement.

Responsibilities

  • Develop and maintain independent cost estimates and benchmarks to validate Design-Builder pricing through design development and GMP formation.
  • Perform detailed, open-book reviews of GMP submissions, including subcontractor bids, supplier quotations, labor, equipment, materials, general conditions, fee, allowances, escalation, contingency, and other commercial assumptions.
  • Evaluate the factory-to-site cost chain, including module fabrication, transportation, storage, staging, craning, installation, field connections, site work, utilities, temporary facilities, and interface costs; identify scope gaps or duplication.
  • Assess design, construction, market, procurement, logistics, schedule, and commercial risks, and evaluate whether contingencies are appropriately quantified, allocated, and retired as uncertainty decreases.
  • Maintain an independent estimate-at-completion and identify emerging cost trends, potential overruns, contingency drawdown, escalation exposure, and forecast variance.
  • Independently challenge contractor assumptions and communicate findings clearly to senior Government and program leadership.
  • Maintain accurate records, collaborate across disciplines, communicate effectively, handle project information in approved systems, and support a one-team mentality among stakeholders.
