About The Position

Ocean Power Technologies (OPT) is a provider of intelligent maritime solutions and services for defense and security, oil and gas, science and research, and offshore wind markets. Our technologies support persistent maritime operations through autonomous platforms, offshore power generation, and maritime domain awareness systems. OPT's solutions include the PowerBuoy® platform, the WAM-V® unmanned surface vehicle platform, and Merrows™, an AI-capable maritime domain awareness integration system. The company headquarters is in Monroe Township, New Jersey, with an additional office in Richmond, California. OPT is seeking an experienced Senior Contracts & Subcontracts Manager to support its growing government and commercial business activities. This role will be the primary internal resource for government and commercial contracting matters, including contract negotiations, subcontract management, proposal and capture activities, contractual risk assessment, and contract administration. The manager will partner with sales, business development, finance, operations, executive leadership, and outside legal counsel throughout the contract lifecycle. This individual will help establish scalable contracting processes, support strategic growth initiatives, and provide guidance on contractual obligations, government contracting requirements, and risk management. The ideal candidate has hands-on experience supporting government contractors, understands both prime and subcontract environments, and has successfully negotiated and administered complex government and commercial agreements. The successful candidate will serve as a trusted internal resource for government contracting practices and contractual risk management.

Requirements

  • Bachelor's degree in Business, Finance, Supply Chain, Legal Studies, Public Administration, or related field.
  • 7+ years of progressive experience in government contracts, subcontracts, federal procurement, or contract management roles.
  • Demonstrated experience negotiating and administering government and commercial agreements.
  • Strong working knowledge of FAR, DFARS, and government contracting practices.
  • Experience supporting proposal, capture, contract formation, and subcontract management activities, including contractual flow-down requirements.
  • Understanding of contract types including FFP, T&M, IDIQ, BPA, and cost-reimbursable contracts.
  • Strong communication, negotiation, analytical, and organizational skills with the ability to manage multiple priorities in a fast-paced environment.

Nice To Haves

  • Experience supporting Department of Defense, Department of Homeland Security, Navy, or other federal agency programs within maritime, defense, aerospace, robotics, autonomous systems, energy, or advanced technology sectors.
  • Experience with teaming agreements, strategic partnerships, consortium agreements, OTAs, or other collaborative business arrangements.
  • NCMA certifications (CPCM, CFCM) or equivalent professional training.
  • Former federal acquisition professional, military acquisition professional, or contracting officer experience.
  • Experience supporting publicly traded companies, growth-stage organizations, or dual-use technology businesses.

Responsibilities

  • Lead the review, negotiation, administration, and management of government and commercial contracts, subcontracts, teaming agreements, NDAs, consulting agreements, and related business arrangements.
  • Support proposal, capture, and business development efforts by reviewing solicitations, identifying contractual risks, and developing compliant contracting strategies.
  • Interpret and apply FAR, DFARS, and related contractual requirements while leading contract negotiations with customers, partners, subcontractors, and government stakeholders.
  • Manage subcontractor agreements and contractual flow-down requirements while advising internal stakeholders on contractual obligations, business risks, and compliance considerations.
  • Coordinate with outside legal counsel on complex contractual, intellectual property, liability, and other non-standard legal matters.
  • Support contract administration activities, including modifications, change orders, claims, and the development of scalable contract management processes, templates, controls, and documentation.
