About The Position

This position seeks a highly experienced Senior Contracts Specialist to provide expert acquisition and contract management support for construction and remodeling projects within the federal government. The role focuses on planning, developing, executing, and administering construction contracts for a wide range of infrastructure and facilities projects, with a strong emphasis on compliance with the Federal Acquisition Regulation (FAR), Material Management and Acquisition Regulation (MMAR), and related agency supplements. The Senior Contracts Specialist will support federal agency Contracting Officers across all phases of the acquisition life cycle, particularly for large renovation initiatives.

Requirements

  • Bachelor’s degree.
  • At least 7 years of federal acquisition experience, including experience in a Federal Government Contract Series position, preferably at the GS-1102-14 level.
  • Extensive knowledge of the Federal Acquisition Regulation (FAR) and/or Material Management and Acquisition Regulation (MMAR), including agency supplements.
  • Demonstrated experience with construction contracting, including both pre-award and post-award functions.
  • Experience providing acquisition services and oversight for large renovation projects.
  • FAR Part 15 (Contracting by Negotiation) experience.
  • FAR Part 36 (Construction and Architect-Engineer Contracts) experience.
  • Ability to manage complex procurements and ensure compliance with all applicable federal laws and regulations.
  • Strong skills in cost and price analysis for proposals.
  • Proficiency in preparing and reviewing acquisition documentation such as RFPs, acquisition plans, evaluation memoranda, and contract modifications.
  • Experience maintaining and evaluating contract files and records in both physical and electronic formats.
  • Ability to interpret and apply acquisition policies and procedures and provide informed recommendations.

Nice To Haves

  • Experience with General Services Administration (GSA) contracts is highly desired.
  • Prior experience supporting federal agency clients in construction and remodeling projects.
  • Familiarity with strategic sourcing and market research methodologies for federal acquisitions.
  • Experience coordinating contract close-outs and handling related administrative actions.
  • Demonstrated ability to collect and analyze contract data for reporting and oversight.
  • Experience supporting responses to internal and external audits related to acquisition and contracting activities.

Responsibilities

  • Support federal agency Contracting Officers throughout all phases of the acquisition life cycle for construction and remodeling projects.
  • Plan, develop, execute, and administer construction contracts for infrastructure and facilities projects in accordance with federal laws and regulations.
  • Perform market research to assist with requirements definition and strategic sourcing strategies.
  • Participate in the development of acquisition milestone schedules and ensure alignment with project timelines.
  • Analyze cost and price proposals and provide clear, well-supported recommendations to the client.
  • Prepare and process a variety of documents required for all phases of technical evaluation of proposals received in response to solicitations.
  • Provide administrative assistance in the preparation of acquisition-related documents, including acquisition plans, Requests for Proposals (RFPs), price evaluation memoranda, selection recommendation reports, agreements, task orders, contracts, and contract modifications.
  • Coordinate contract close-out activities and other related administrative actions to ensure proper completion and documentation.
  • Collect and analyze contract data for reporting and oversight purposes.
  • Maintain organized physical and electronic contract records in accordance with recordkeeping requirements.
  • Inspect, review, and evaluate contract files to verify adherence to documentation standards and regulatory requirements.
  • Perform analysis of acquisition policies and procedures and provide recommendations for improvements or clarifications.
  • Assist the client with research and documentation necessary to respond to internal and external audits related to acquisition and contract activities.
  • Provide acquisition oversight and support for large renovation projects, ensuring alignment with FAR and agency-specific requirements.
