Our Commercial Management team within CPG GO/UP is seeking multiple Senior Contracts Administrators to join our team! In this role you will provide contract planning, management and administration services for large-scale, high profile and complex capital projects undertaken by the Capital Projects Group. Reporting to the Manager or Sr. Manager (as applicable), the Senior Contracts Administrator will be responsible for administration of complex contracts related to capital projects, including construction, design, engineering/architectural and other professional services, as well as P3 Project Agreements, in accordance with Metrolinx’s policies and departmental processes and procedures. These roles are on-site positions with base location in downtown Toronto (130 Adelaide Street West or 111 Richmond Street West). We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

Requirements

  • Completion of a degree in Civil Engineering, Construction/Contract/Commercial Law or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in the contract management and administration of large multi-billion-dollar contractual agreements preferably involving large-scale transit infrastructure projects that includes direct exposure to, or specialized working knowledge of:
  • Contracting principles, processes, methods, practices as well as accounting and scheduling principles
  • Administration of construction contracts and/or engineering/architectural design contract, and other technical and professional services contracts
  • P3 Project Agreements, variation procedures, multi-stakeholder contractual arrangements
  • Strong knowledge of construction project cycle, standards and processes to provide contract administration/management expertise/advice to support delivery of capital infrastructure projects.
  • Knowledge of construction/commercial contract administration and claims management techniques and practices in a large scale, high profile, and complex multi project construction/commercial and infrastructure environment.
  • Demonstrated experience in interpretation and application of contract law, Ontario legislation (e.g. Construction Act, OPS Directives etc.), and legal statutes and proceedings, solid knowledge of Canadian Construction Documents Committee documents
  • Strong ability to communicate effectively and tactfully with various personnel within and outside of the organization including management, professional staff, project team, construction site staff, other personnel to discuss, clarify and resolve technical/contractual matters, financial, legal and other concerns
  • Experience using contract management systems, such as Primavera Contract Manager and Oracle Unifier
  • Highly developed written communication skills to develop briefs and presentations for management with a clear and succinct definition of the issues.
  • Strong interpersonal and verbal/consultation/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization and in the field; to work effectively with specialists across multiple sectors.
  • This role may require occasional construction on-site presence during working hours.

Responsibilities

  • Review, interpret and analyze contract requirements, tenders and contract documents, to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce risk and protect the interests of Metrolinx. Ensure required provisions are included in all contract documentation and recommend changes/revisions where omissions/inconsistencies occur.
  • Interpret contract documents and reviews vendors’ submissions such as task/work plans, change requests, amendments, invoices, notices and other contractual correspondence to ensure compliance with contracts terms and conditions; work with the project delivery team and vendor to resolve contractual inconsistencies, irregularities and other related issues.
  • Identify and advise on the resolution of a range of critical contract issues including contractor performance, and monitor contractor adherence to the terms of contractual agreements; enforce contractual obligations and conditions by engaging internal legal representation and providing assistance in negotiations and resolution of matters, or enforcement of penalty clauses, Liquidated Damages, etc. Escalate complex, high-profile issues/matters to the Manager.
  • Responsible for accurate administration of various contract records, such as work releases, changes, variations, certificates of payment, amendments, correspondence, notices etc. in the Contract Management System (such as Oracle Unifier). Monitor status of assigned contracts, prepare and provide reports to management and project teams, as required
  • Oversee payment process, verifies vendors’ invoices for compliance with contract payment terms, release of statutory holdbacks, and final payments, assesses back charges and other payment related matters
  • Contribute expertise and advice to the design, planning, development and implementation of contract management systems (such as Oracle Unifier), standards and operational procedures, including recommendations to improve/adjust contract management processes and procedures
  • Liaise and work collaboratively with other Metrolinx’s departments such as Procurement Services, Capital Finance, Legal Counsels, Commercial Support, as well as with various internal and external stakeholders, municipalities, provincial agencies (e.g. Infrastructure Ontario), and other transit authorities (CN, CP, TTC etc.)
  • Participate in contract data analytics, contract KPI development and reporting, contract audits and other ad-hoc assignments relating to extrapolation and interpretation of contract records
