About The Position

The Southern California Association of Governments (SCAG) is seeking to fill two Senior Contracts Administrator – Limited Term positions in the Contracts Administration Department within the Finance Division. These positions will lead and manage complex procurement activities in compliance with SCAG’s procurement policies and applicable state and federal regulations. One position will primarily support professional services procurements for SCAG’s Planning Division, while the other position will support Information Technology, and Professional Services across the agency. Both positions will oversee the full procurement lifecycle, including solicitation development, evaluation, contract award, negotiations, amendment processing, and contract close-out activities, ensuring contracts effectively support program objectives and agency work plan deliverables. The Contracts Administration Department procures various goods and services (professional services and analytical support for various vendors and consultants) to assist staff with implementing various regional planning initiatives. Procuring theses services at the least cost possible, with the highest quality, enables staff to support SCAG’s strategic goals to establish and implement a regional vision for a sustainable future, be a cohesive and influential voice for the region, spur innovation and action through leadership in research, analysis, and information sharing, build a unified culture anchored in the pursuit of organizational excellence, and secure and optimize diverse funding sources to support regional priorities.

Requirements

  • 5 years of experience working with government contracts and procurement
  • A bachelor’s degree in a relevant field
  • Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.
  • Proficiency using basic to intermediate features of the Microsoft Office Suite.

Nice To Haves

  • Experience managing procurements and contracts in Human Resources, Planning, Legal Services, Information Technology, or other related areas.
  • Knowledge of Federal Acquisition Regulations (FAR) for federal contracts; 2 CFR 200 (Uniform Guidance) for federal grants and cooperative agreements; State of California contract regulations (including Caltrans Local Assistance Procedures Manual and Public Contract Code); and applicable state and federal laws governing public procurement.
  • Understanding of public agency contract administration principles, procurement procedures, bid management systems, and recordkeeping practices.
  • Strong negotiation, written, and oral communication skills, including the ability to develop and review clear, concise reports and correspondence.
  • Experience conducting cost and price analysis, ensuring contract compliance, and managing contract documentation.
  • Ability to research, analyze, and evaluate contract and purchasing programs, policies, and procedures across a wide range of topics.
  • Strong organizational skills, attention to detail, and the ability to prioritize work and meet deadlines.
  • Ability to effectively collaborate with staff and management to support procurement needs.

Responsibilities

  • Lead and administer complex procurement activities in compliance with SCAG procurement policies, procedures, and applicable regulations.
  • Develop, evaluate, and recommend appropriate procurement strategies and methods for a variety of professional services, goods, and project needs.
  • Manage the full procurement lifecycle, including solicitation development, evaluation processes, contract award, negotiations, and contract execution.
  • Administer contracts throughout their lifecycle, including monitoring performance, preparing amendments, maintaining contract records, and coordinating contract close-out activities.
  • Provide guidance and support to internal stakeholders regarding procurement requirements, contracting processes, and compliance standards.
  • Maintain accurate procurement and contract documentation and ensure adherence to agency policies and best practices.
  • Participate in and support special projects, process improvements, and initiatives that advance departmental goals and workplan objectives.
  • Collaborate with cross-functional teams to ensure timely and effective procurement and contract administration services.
  • Perform other duties as assigned.

Benefits

  • Eligibility for two work models: in-office and hybrid. Eligibility for these models will depend on the department, position, responsibilities, and duties, as determined by management. All work models require employees to be based within the SCAG region. This position is expected to follow the hybrid model and be in the office 2 days per week.
