About The Position

JP Logistics & Consulting, LLC (JPLC) is looking for a full-time Senior Contract Specialist to work in the government arena supporting a unique and growing company in a fast-paced environment. The Senior Contract Specialist must be very knowledgeable about the details and potential benefits of all contracts. This role requires a strong foundation of specialized skills and knowledge, as well as a commitment to continuous improvement and protecting the company’s interests and improving profitability. The Senior Contract Specialist will function as the lead contract specialist in all areas of a contract project, including control, interface with legal, billing, procurement, subcontracts, and pricing.

Requirements

  • 5-8 years of experience.
  • Knowledgeable about the details and potential benefits of all contracts.
  • Familiar with government pay systems, i.e., WAWF, IPP, invoicing, etc.
  • Familiar with the SCA and wage determination (WD) rules of engagement.
  • Very knowledgeable of the DOL Regulations, FAR & DFAR regulations, to include at the state and local level.
  • Ability to exercise independent judgment to assess current procedures and develop new policies and processes.
  • Ability to interface with contract support staff and business unit managers, customer and supplier law departments, senior management, and outside counsel.
  • Ability to function as the lead contract specialist in all areas of a contract project, including control, interface with legal, billing, procurement, subcontracts, and pricing, i.e., IPP, WAWF monthly invoicing.
  • Must be able to telework/ work independently without supervision.
  • Must exhibit teamwork and have the ability to be a quick learner.
  • Must be organized and have a keen sense of attention to detail.

Responsibilities

  • Manage all contracts of the company.
  • Administer awards, modifications, options, funding, POPs, deliverables, closeouts, correspondence, and contract files.
  • Ensure compliance with FAR/DFARS, SCA, wage determinations, and contract-specific requirements, coordinating with HR/Finance/Operations.
  • Manage CLIN funding, ceilings, invoice support, WAWF/IPP, burn rates, and reconciliation with Finance.
  • Provide support for proposals/RFPs, subcontract agreements, negotiations, pricing coordination, and risk identification.
  • Craft, evaluate, negotiate, and execute a wide variety of duties and contract responsibilities covering a range of transactions within the government contracting arena.
  • Create and maintain relationships with customers, vendors, and suppliers, serving as the singular point of contact for matters concerning contracts.
  • Maintain records for correspondence and documentation in relation to established contracts and those in progress.
  • Communicate and present information to stakeholders about all contract-related matters.
  • Monitor contracts and move forward with close-out, extension, contract MODs, or renewal according to what’s best for the company.
  • Solve any contract-related problems that may arise with other parties and internally with the company itself in a timely manner.
  • Negotiate agreements, including subcontract agreements.
  • Serve as the leading advocate against waste and inefficiency in government and company spending.
  • Administer and negotiate contracts, prepare requests for proposals (RFPs), and supervise fulfillment of contract terms and conditions according to federal policies, regulations, and legislation.
  • Make sound business decisions when analyzing, preparing, and executing government contracts.
  • Exercise independent judgment to assess current procedures and develop new policies and processes.
  • Interface with contract support staff and business unit managers, customer and supplier law departments, senior management, and outside counsel.
  • Perform other duties as required.
  • Process company billing/invoicing.
  • Strategize and share knowledge with others.
  • Adhere to schedules and timelines/good time management.
  • Complete tasks in a timely manner.
