About The Position

Aalis Management Consulting is seeking an experienced Senior Contract Specialist to provide acquisition and procurement support for a federal agency. The selected candidate will serve as a trusted advisor to program offices and contracting officials, supporting complex acquisitions throughout the contract lifecycle.

Requirements

  • Bachelor's degree in business, acquisition management, public administration, or a related field.
  • Minimum of 10 years of federal acquisition and procurement experience supporting the federal government.
  • Demonstrated experience with FAR and DFARS.
  • Experience with fixed-price, cost-reimbursement, time-and-materials, IDIQ, and task order contracts.
  • Proficiency with federal procurement systems, such as PRISM, PD2, FPDS-NG, PIEE, and SAM.gov.
  • Active Secret clearance or the ability to obtain and maintain one.
  • Applicant must be a U.S. citizen.

Nice To Haves

  • FAC-C Professional, FAC-C Level III, DAWIA Contracting Certification, CPCM, or equivalent.
  • Experience supporting complex services, information technology, or professional services acquisitions.

Responsibilities

  • Provide expert guidance on federal acquisition regulations, policies, and procedures.
  • Lead pre-award and post-award acquisition activities for a variety of contract types and vehicles.
  • Develop and review acquisition plans, market research reports, Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), and procurement request packages.
  • Prepare solicitations, source selection documentation, contract modifications, and closeout packages.
  • Conduct cost and price analyses and support negotiation activities.
  • Advise program offices on acquisition strategies, procurement risks, and contract administration.
  • Ensure compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency-specific policies.
  • Coordinate with Contracting Officers, Contracting Officer's Representatives (CORs), legal counsel, and financial management personnel.
